Manager, Facilities (Europe)

Location: Massy, France

Reports To: Vice President, Manufacturing and Facilities

The Manager, Facilities (Europe) is a strategic regional leadership role responsible for establishing and overseeing a scalable facilities management structure across multiple European sites. This role leads the development of governance models, vendor partnerships, facility performance frameworks, security oversight, sustainability initiatives, and workplace standards to ensure safe, compliant, and efficient operations.

This role focuses on regional strategy, policy development, stakeholder alignment, and performance governance. Additionally, the position holds secondary oversight of Environment Health and Safety, Occupational Health & Safety and Physical Security — delivered primarily through external specialists and managed service providers.

Key Responsibilities

Strategic Facilities Leadership

  • Develop and implement regional facilities strategies aligned with business objectives and operational goals.
  • Design the future-state facilities organizational model, including evaluation of additional regional support roles and external partner structures.
  • Establish governance frameworks, KPIs, and reporting models to measure vendor performance, risk, compliance, operational efficiency, and cost management.
  • Lead long-term regional facilities planning, including workplace strategy, real estate optimization, service models, and technology enablement.

Facilities Operations & Governance

  • Provide oversight for facilities across multiple European sites, ensuring performance consistency, regulatory compliance, and business continuity.
  • Standardize policies and procedures for maintenance, building services, space planning, and workplace support.
  • Lead continuous improvement initiatives aimed at enhancing service quality, operational consistency, and cost efficiency.

Security Management

  • Oversee physical security operations across European facilities, including access control, alarm systems, CCTV, and vendor-managed guarding services.
  • Manage external security partners to maintain consistent standards for safety, risk prevention, and incident response.
  • Conduct periodic assessments of site security vulnerabilities and ensure corrective actions through external service providers.
  • Ensure alignment with local legal requirements, company risk policies, and safety protocols.

Environment, Health & Safety (EHS) Governance — Vendor Supported

  • Serve as the regional point of accountability for Environment, Health & Safety (EHS), ensuring that all European facilities adhere to applicable regulatory, environmental, and health and safety standards.
  • Coordinate EHS activities through external EHS partners, leveraging consultants and managed services for audits, inspections, risk assessments, training programs, and incident investigation.
  • Oversee occupational health and safety compliance at all sites, ensuring legal adherence to EU directives and local legislation across Germany, France, and other applicable markets.
  • Implement and monitor EHS performance frameworks, including leading and lagging indicators, incident analytics, and corrective action tracking.
  • Ensure environmental compliance standards are met across facilities, including hazardous material handling, waste disposal, and environmental footprint monitoring.
  • Support enterprise sustainability and ESG reporting through tracking of facility-related environmental metrics (energy use, waste, carbon emissions, compliance audits).
  • Promote a strong safety culture across facilities by reinforcing awareness, training, and proactive risk identification through external specialist support.

Occupational Health & Safety (subset of EHS)

  • Oversee occupational health and safety policies and documentation across European facilities, supported by external EHS partners.
  • Ensure vendor-managed incident reporting, investigation, remediation, and documentation in line with EU and national reporting requirements.
  • Review and approve emergency preparedness plans (fire safety, evacuation protocols, first aid) executed by local facility teams and external safety providers.
  • Monitor site-level risk assessments, hazard controls, and safety training completion to ensure ongoing compliance.

Sustainability & ESG Responsibility

  • Lead regional ESG initiatives related to facility operations, including energy efficiency, waste reduction, and resource optimization.
  • Work with external sustainability partners to monitor and report environmental performance metrics across sites.
  • Identify and implement initiatives to reduce environmental impact while enhancing operational performance and compliance.

Vendor Strategy & Commercial Management

  • Lead regional vendor strategy for facilities, security, and safety services, including sourcing, contract management, and SLA governance.
  • Oversee external providers across multiple countries to ensure compliance, service quality, and cost-effectiveness.
  • Implement scalable vendor models that support both local site needs and regional operational consistency.

Budgeting & Resource Planning

  • Own regional facilities budget development, forecasting, management, and reporting.
  • Optimize vendor contracts, pricing structures, and operational cost models across countries and service categories.

Leadership & Collaboration

  • Provide leadership to the facilities team and build strong cross-functional collaboration with HR, IT, Legal, Finance, and site leaders.
  • Communicate strategy, performance results, and program development updates to senior leadership.

Travel

Regular travel to European sites to oversee operations, participate in audits, conduct vendor reviews, and align operational standards.

Qualifications:

Education:
• Bachelor’s degree in Facilities Management, Engineering, Business Administration, or related field (required).

Experience:
• 7+ years of experience in multi-country or regional facilities leadership roles.
• Proven success in designing or scaling facility operating models using external vendors.
• Experience managing physical security, ESG, and safety programs (vendor-supported).
• Demonstrated ability to establish governance frameworks, KPIs, performance standards, and reporting structures.

Skills & Competencies:
• Strong strategic planning and program design capabilities.
• Vendor strategy, contract management, and performance governance.
• Ability to influence stakeholders across functions, sites, and geographies.
• Strong communication, negotiation, and organizational skills.
• Knowledge of European regulations for facilities, safety, and environmental compliance.

Languages:
• Professional proficiency in English (required).
• Additional European languages are a plus.
