Job Purpose

You would like to work in a team that really covers water supply from source to tap and from Crewe to Carlisle, providing a truly varied development opportunity to the successful candidate.

If you want a role that can make a difference, then an opportunity has arisen for a Regulatory Analyst within the Drinking Water Regulation team. The team represents United Utilities in its day-to-day interface with the Drinking Water Inspectorate (DWI) but also gets involved in a wide range of tasks most of which will involve liaising directly with Operational teams to evaluate technical information about the operation and monitoring of water supply.

The purpose of the role is to:

• Maintain and influence advantageously the Company's day-to-day statutory links and reputation with the DWI.
• Investigate performance and provide regulatory reports relating to water quality events, compliance data, technical audits and consumer complaints to the DWI.
• Minimise the risk of enforcement action by positively articulating the measures that are being taken to prevent a recurrence of any breaches of the Water Supply (Water Quality) Regulations.
• Measure, monitor and report regulatory compliance.
• Advise the Company of areas of potential concern with DWI.
• Monitor and report on written commitments given to the DWI.

What You Will Be Doing:

• Regulatory Compliance & Reporting: Ensure the company meets all reporting requirements under the Water Supply (Water Quality) Regulations and related directives, and act as the subject matter expert on regulatory standards.
• Incident Management & Regulatory Liaison: Assess drinking water quality incidents, provide timely regulatory responses, maintain regular contact with DWI Inspectors, and negotiate acceptance of company action plans to mitigate enforcement risks.
• Audit & Risk Management: Co-ordinate DWI technical audits, respond to audit findings to minimise remedial actions, identify potential regulatory risks, and advise the business on legislative and compliance issues.
• Performance Monitoring & Advisory: Monitor water quality compliance status, report monthly to senior leadership and board members, track legislative changes, and provide technical expertise to support strategic decisions.
• Continuous Development & Out-of-Hours Support: Participate in an out-of-hours rota following training and commit to ongoing professional development, including accreditation with a relevant professional body.

What We Are Looking For:

• Graduate in a scientific or other appropriate discipline or with suitable water industry experience
• Strong communication and presentation skills as the role will require frequent interaction with the DWI.
• Highly numerate with a high level of competence in problem solving, analytical reasoning, planning, influencing, negotiating and strategic thinking.
• Ability to take a pragmatic approach to planning and problem resolution is essential.
• Ability to manage a varied and high workload to meet challenging Company and regulatory deadlines.
• Source to tap water supply knowledge (in particular water quality measures, standards and associated Regulations).
• Competent across a broad range of computing skills.
