Job Description

The Role

The role is responsible for leading a team of Operational Managers across a defined geographic county to deliver the Bioresource County Treatment Plan. As Treatment Delivery Manager you are accountable for the safe, compliant and efficient operation of Bioresource treatment assets, with ownership of an annual operating expenditure budget of up to £15m.

The role provides strategic and operational leadership across Treatment activities, ensuring delivery against financial, regulatory, customer service and people performance objectives. Acting as a key member of the Bioresource and Energy Operations leadership team, the post holder plays a critical role in embedding the county operating model and supporting the delivery of the UU vision.

In addition, the role leads on specific cross‑cutting topics or projects on behalf of the Treatment Delivery Manager community, such as Health and Safety policy implementation, and contributes to the wider Bioresource Services agenda in support of the Head of Bioresource and Energy Operations Manager. The role is also instrumental in delivering transformational programmes within Bioresource Operations to drive performance improvement and long‑term value.

Role Accountabilities

  • Lead and inspire the Treatment team to maintain and develop the organisational culture, values and the company reputation to ensure delivery of the UU vision
  • Build, own and deliver the Treatment Plan (covering all aspects of operational cost, risk management, service, balancing financial, customer service, regulatory compliance and people plan)
  • Accountable for meeting customer and regulatory quality and service targets for Bioresource treatment assets
  • Accountable for implementation of company operational policies and management systems (e.g. site standards, security and emergency requirements) across the county
  • Accountable for ensuring statutory maintenance inspection across the county
  • Lead and direct the management of key operational relationships with a broad range of internal and external suppliers to optimise service, cost, quality and risk and ensure appropriate and timely response to operational events or incidents
  • Drive overall performance of the county treatment teams to achieve continuous improvement
  • Accountable for customer service issues arising out of the day-to-day operation of the Treatment Assets
  • Ensure the Health and Safety management framework is embedded in all activities, and our Health and Safety belief statement is a reality
  • External liaison with the Environmental Regulators as appropriate.

Essential Skills & Experience

  • Proven senior leadership experience managing large-scale operational teams and delivering complex infrastructure projects.
  • Full UK driving license is required as regional travel is required.
  • Ability to translate strategic objectives into actionable delivery plans that drive performance across a wide geographic area.
  • Strong financial and commercial acumen, with a track record of managing multi-million-pound budgets and achieving cost efficiencies.
  • Expertise in leading and inspiring operational managers, fostering collaboration and accountability to deliver high-impact results.
  • Exceptional stakeholder management and influencing skills, capable of engaging at executive level and across diverse functions.
  • Deep understanding of regulated environments and customer-focused operations, ideally within utilities or infrastructure sectors.
  • Demonstrated ability to drive transformation and continuous improvement, embedding proactive approaches and operational excellence.
  • Outstanding communication and presentation skills, with confidence in representing the business on strategic projects and initiatives both internally and externally.
  • High-level problem-solving and decision-making capability, with resilience and adaptability to manage complex challenges.
