Purpose of the Role

Connected Places Catapult is the lead partner in a collaborative research and development programme of activities in the West Midlands. The consortium of partners is formed from local businesses, the public sector, community groups and academics who are collaborating to build innovation capability and capacity to drive growth and prosperity in the West Midlands. The two-year programme will deliver impact and value for money through delivering outcomes that:

  • Leverage the existing data economy in the area in Clean Tech, Med Tech and Health Tech
  • Embed an entrepreneurial culture into the fabric of society
  • Create internal trade opportunities and the reputation of the West Midlands globally
  • Generate bilateral innovative solutions that respond to local and global challenges

You will be responsible for leading the Monitoring and Evaluation of these activities to demonstrate the return on investment from the Programme to key stakeholders within the West Midlands, the primary funder and consortium partners. This is a unique opportunity to join a newly created team focusing on articulating the Impact of this exciting programme of work that is intended to be game changing within the West Midlands from an economic and social perspective.

Key Responsibilities

This role will work with colleagues to foster collaboration across a wide variety of stakeholders within the Catapult, the Programme consortium and wider community of businesses, the public sector, academics and community groups in the Midlands. You will be an exceptional communicator across all levels who demonstrates an appetite to learn, to develop themselves, approaching challenges with ideas and creativity.

  • Lead the implementation of an appropriate Monitoring and Evaluation Framework for the Programme, working with colleagues to align it with existing Monitoring and Evaluation processes within the Catapult.
  • Adopt and use the measurement templates (surveys etc) with our accelerator teams, to capture the outputs and outcomes related to the businesses we support under the programmes of work
  • Implement a clear methodology for the collection of data to evidence, articulate and map the Outputs and Outcomes of the associated activities throughout the lifetime of the programme.
  • Stitch together, where appropriate, the outputs and outcomes of the two main West Midlands programme of work, to show total Impact of our work In the West Midlands
  • Deliver impact assessment workshops and a toolkit for business that we support
  • Act as an ambassador for Monitoring and Evaluation, proactively helping colleagues and stakeholders to understand its importance and the role they play in supporting the Catapult to demonstrate return on investment from the Programme.
  • Develop and strengthen evidence-based lessons about what is working well (and less well) to inform improvements to data collection and processes.
  • Turn analysis into compelling Impact case studies that can be used to demonstrate and disseminate the achievements of the Programme (for example, to Innovate UK).
  • Work with the Programme Manager to provide relevant inputs into programme governance and reporting.
  • You may be required to undertake any other reasonable duties to support the Catapult in achieving its strategic outcomes and ensure effective business operations.

Requirements

Skills and Experience

  • Relevant qualifications and experience in Monitoring and Evaluation.
  • Demonstrable ability to support colleagues to understand and buy into the merits of monitoring and evaluation, translating what is required to colleagues on a non-technical level.
  • Expertise in the implementation of metrics to support impact evaluation.
  • Ability to understand funder-led evaluation requirements and confidence to work collaboratively with the funder's evaluation team
  • Strong understanding of evaluation best practice as captured by HMT’s Magenta Book and experience of developing evaluation plans.
  • Experience of leading one or more of the following types of evaluation; social Impact assessment, economic Impact assessment or environmental impact assessment
  • Ability to understand Logic Models and to work with Internal colleagues to adapt Logic Models when needed and measure the short-term and long-term changes as stated In Logic Models
  • Experience of using qualitative and quantitative data to demonstrate Impact.
  • Ability to write reports and communicate outcomes in an interesting and compelling way using a variety of formats.
  • Experience of producing accurate, high quality written documents in a variety of styles to suit the target audience.
  • Strong analytical, problem solving, collaboration and technical skills.
  • Self-motivation and ability to work without intense supervision.
  • Demonstrating professionalism, resilience and self-awareness, always acting in a professional manner and showing determination, drive and commitment particularly when faced with challenges and setbacks.
