About the Role
Are you a strategic thinker with a passion for regional growth, economic development, and industry collaboration? We’re looking for a dynamic Cluster Manager to take the lead on shaping and delivering the Logistics & Distribution Cluster as part of CPC’s role as Cluster Lead for the West Midlands Combined Authority’s Plan for Growth.

This 12-month fixed-term role offers the opportunity to directly influence one of the region’s high-growth sectors, by building strong partnerships across the public and private sectors, and driving activity that catalyses innovation, investment, and inclusive growth. In addition to successful delivery of the Logistics and Distribution Cluster, the Cluster Manager will be working strategically to build a compelling framework for Clusters as a whole.

Key Responsibilities

  • Successfully deliver the Logistics & Distribution Cluster, aligning it with the broader WMCA strategies.
  • Build and manage strategic relationships with key stakeholders, including local authorities, businesses, industry bodies, academic institutions, and government agencies.
  • Design and articulate the overall value proposition and scalable methodology for clusters nationally, responding to various key clients’ priorities
  • Collaborate with WMCA teams to ensure alignment with wider economic development priorities, including skills, infrastructure, innovation, and decarbonisation.
  • Identify opportunities to accelerate cluster growth through new initiatives, pilot programmes, and funding bids.
  • Lead or contribute to the co-design of interventions, action plans, and delivery models that respond to cluster needs.
  • Champion the cluster both regionally and nationally to attract investment, talent, and innovation.
  • Track progress, produce reports, and manage project governance to ensure transparency, delivery, and measurable impact.

Requirements

  • Experience in economic development, cluster development, business engagement, or a related field.
  • Understanding of the logistics and distribution sector, including emerging trends, challenges, and opportunities.
  • Exceptional stakeholder engagement and relationship-building skills.
  • Strategic thinker with the ability to translate vision into action and deliver results through collaboration.
  • Excellent communication and presentation skills.
  • Experience working with or within the public sector or regional development bodies is an advantage.
