About the role
• The Physical Network Inventory team are responsible for maintaining the GIS inventory systems that are used to plan and build the Openreach network.
• These systems have been fundamental in supporting the Openreach rollout of full fibre to the UK.
• The role also involves futureproofing these critical systems to ensure they remain available, operational and well supported into the future.
What you’ll be doing
As a hands-on GIS Consultant with strong ESRI expertise, with telecom domain experience, you will be responsible for designing, developing, and maintaining geospatial applications and network inventory solutions. The role will focus on ESRI platform implementation and customization, data modelling, integrations, and spatial analytics supporting telecom network use cases.
Key Responsibilities
• Configure and administer ArcGIS Enterprise, including Portal for ArcGIS, ArcGIS Server, Data Store, Web Adaptor and federated server environments.
• Configure GIS layers, maps, web maps, web applications, dashboards, user roles, groups, permissions, and sharing models.
• Design and manage GIS data models for telecom network, and infrastructure datasets.
• Support configuration of ArcGIS Utility Network, domain networks, asset groups, asset types, connectivity rules, containment rules, associations, and network topology.
• Configure ArcGIS Pro projects, map templates, symbology, labeling, attribute rules, domains, subtypes, relationship classes, and validation rules.
• Publish, manage, and optimize map services, feature services, geoprocessing services, vector tiles, and imagery services.
• Support GIS data migration, transformation, validation, and reconciliation workflows.
• Work with ESRI tools and extensions such as ArcGIS Pro, ArcGIS Enterprise, Network Analyst, Utility Network/TDN, Data Reviewer
• Collaborate with business users, developers, database teams, infrastructure teams, and project managers.
• Provide technical guidance on ESRI best practices, platform configuration, GIS workflows, and system performance.
• Develop scripts or tools using Python, ArcPy, ArcGIS API for Python, or JavaScript where required.
• Troubleshoot ArcGIS platform issues, publishing issues, permission issues, topology errors, data quality issues, and service performance problems
Essential Skills / Experience
ESRI / GIS Expertise
• Strong hands-on experience in: ArcGIS Enterprise / ArcGIS Pro, ESRI UNM, TDN / data models
• Development experience with: ArcPy / Python, ArcGIS JavaScript API
Technical Skills
• Experience with:
• PostgreSQL / PostGIS
• API development & integrations
• Data migration and ETL processes
• Understanding of: Geospatial data formats and standards
Experience:
Essential:
• 5–10+ years in GIS development
• Proven hands-on ESRI implementation experience
• Strong problem-solving in spatial and network modelling
• Ability to bridge business (telecom) and technical GIS solutions
• Detail-oriented in data quality and modelling
• Collaborative with cross-functional teams
Desirable Skills / Experience
• Experience with: PostgreSQL / PostGIS
• API development & integrations
• Data migration and ETL processes
• Understanding of: Geospatial data formats and standards
