About the role

The Senior Manager – Workforce Management & People Insight is accountable for setting the strategic direction, maturity and delivery of workforce planning and people insight across Networks, Corporate Units and Digital.

Acting as the functional authority within this space, the role ensures that workforce strategy, financial modelling, workforce analytics and insight enable effective, data‑driven decision-making aligned to BT Group’s transformation agenda.

Operating within a complex, multi‑unit environment with no centralised Workforce Management ownership, this role provides leadership, governance and direction, driving the evolution of workforce planning capability to meet future business needs, including the transition toward Strategic Workforce Planning.

What you’ll be doing

  • Own and evolve Workforce Management and People Insight strategy across Networks, Corporate Units and Digital, defining priorities, maturity roadmaps and future capability needs.
  • Lead the development, governance and execution of Medium Term Planning (MTP), ensuring robust, adaptable models aligned to business and financial cycles.
  • Define workforce requirements, sourcing strategy (internal/external) and location, building a sustainable, operational model to keep this current.
  • Act as the functional authority for workforce data, analytics and insight, providing strategic advice, advanced modelling and evidence-based recommendations to senior leaders.
  • Lead workforce transformation, evolving forecasting, scenario planning and systems capability, including the adoption of AI-enabled and automated approaches.
  • Deliver strategic workforce insight and cost modelling to inform organisation design, transformation, skills, capacity and cost decisions.
  • Build and influence senior stakeholder relationships across Finance, Strategy, Digital, OD, Recruitment and HR to enable delivery, mitigate risk and improve outcomes.
  • Prioritise demand for people analytics, balancing delivery with capability development, self-service enablement and team capacity.
  • Prepare for Strategic Workforce Planning, translating central direction into practical delivery within a hub-and-spoke model.
  • Lead and develop high-performing teams, driving engagement, capability and performance outcomes.Champion continuous improvement, simplifying processes, improving efficiency and embedding data-driven decision-making.

Essential Skills / Experience

  • Workforce Management: Expertise in workforce forecasting and operational planning, with experience designing and evolving workforce management capability to optimise resource utilisation and meet changing business demand in complex organisations.
  • Commercial, Financial & Stakeholder Leadership: Strong ability to interpret financial performance, risks and opportunities, with advanced cost modelling and commercial decision support capability. Proven delivery of transformation, capability uplift or major planning activity, alongside the ability to operate credibly with senior leaders, challenge, influence and advise across multi‑unit environments.
  • Data, Analytics & Insight: Advanced data analysis, modelling and storytelling capability, with experience translating complex datasets into clear, actionable executive insight. Strong understanding of analytics platforms, dashboards and self‑service, with a focus on enabling data‑driven decision-making.

Desirable Skills / Experience

  • Strategic Workforce Planning: Expertise in translating long-term business strategy into workforce implications, including skills, capacity and location planning, with strong capability in scenario modelling to inform future-focused, enterprise workforce strategies.
  • Systems & Transformation: Experience shaping workforce and people systems, defining future-state capability and influencing investment decisions.
  • Leadership & Talent Development: Inclusive leader with a track record of building high-performing teams and developing capability and progression.
