You will manage the delivery of all HSE activities in a manufacturing facility or commercial areas (offices, Sales, Warehouses) , including standards & procedures, capability processes, reporting, compliance and audit. That means you will define and review standards and legislation applicable to site, validate design for HSE into projects and modifications, and support defined work processes (e.g. IIM pillar) to improve HSE application and effectiveness. How you will contribute
You will:
- Co-ordinate implementation of all HSE programs and processes. Prepare and build consensus annual plans for facility/function wide HSE initiatives
- Plan/Budget/Control annual capital budget for HSE to enable execution of the HSE plan and adherence to all internal and external compliance standards
- Provide HSE expertise for the facility/function for all new projects and change management activities
- Ensure appropriate risk assessments are conducted and follow ups implemented to minimize or eliminate accidents, asset losses that might cause harm to one of the company’s employees, contractors, visitors
- Ensure that the appropriate talent is in place through training, mentoring, and succession planning and supports development and learning capabilities of Safety specialists
- Ensure the facility standards are in compliance with both Company and governmental/community regulations
- Ensure training and coaching are taking place to drive a safety-perfect culture and to ensure safety standards and awareness are well understood throughout the plant organization

- An engineering degree or equivalent qualification
- NEBOSH General Certificate (Required)
- Expertise in Health, Safety & Environment management during construction/refurbishment projects preferred
- Knowledge of safety and environmental technical standards including PUWER, LOLER, PSSR, and DSEAR
- Experience with Permit to Work systems and Management of Change processes
- Understanding of fire safety strategy, building regulations, and building control processes
- Excellent verbal and written communication skills and ability to work with individuals at all levels, including contractors, designers, and senior leadership
- Strong organisational skills with the ability to manage multiple workstreams simultaneously
- Experience working with contractors and managing contractor safety performance
- Experience with Process Safety Management
More about this role
You take pride in your work and will be instrumental in delivering a safe, compliant, and well-managed major CDM project. This is a key infrastructure project relocating operations into the building, increasing capacity. You will be the dedicated HSE resource ensuring all works are delivered safely, in compliance with CDM 2015 regulations, Mondelēz standards, and all relevant statutory requirements. Your focus will be on maintaining a zero-incident culture throughout the construction and commissioning phases while ensuring the refurbished facility meets all safety, environmental, and food safety compliance standards.
Project
- Act as the dedicated HSE Project Engineer for the project reporting into Bournville R&D HSE Manager, ensuring compliance with CDM 2015 regulations.
- Managing HSE communication in our project Daily Management System (DMS), ensuring safety is embedded from design through to commissioning.
- Oversee and manage the Permit to Work system for all construction and installation activities on site.
- Lead Management of Change processes (ATM, ATC, ATO) and ensure all corrective actions are closed out in a timely manner.
- Supervising contractor work against permits, ensuring good housekeeping standards, and verifying correct use of PPE.
- Collaborate with Principal Designer and Principal Contractor to ensure CDM duties are fulfilled.
Fire Safety & Building Compliance
- Ensure Fire Risk Assessments and Fire Strategy for the refurbished areas is covered, including travel distances, compartmentalisation, and sprinkler setup/fire suppression systems.
- Liaise with Building Control and manage GRC (Governance, Risk & Compliance) requirements for the project.
Equipment Safety & Statutory Compliance
- Lead PUWER (Provision and Use of Work Equipment Regulations) re-assessments for relocated and new pilot plant equipment.
- Manage Statutory Inspections including LOLER, PSSR, and DSEAR assessments for the refurbished facility.
- Develop and maintain P&IDs (Piping & Instrumentation Diagrams) for all new items and installations.
- Create and maintain LOTO (Lock Out Tag Out) isolation checklists and maps for all new and relocated equipment.
- Review guarding distances following internal standards.
Environmental & Regulatory Compliance
- Conduct and manage noise assessments for new and relocated equipment.
- Support asbestos surveys, sampling, and marking during refurbishment works.
Food Safety & Quality Compliance
- Support food safety requirements for the new pilot plant areas including allergen profiles and HACCP documentation.
Stakeholder Engagement & Reporting
- Present HSE updates at project meetings, site leadership meetings, and townhalls.
- Work closely with the Project Leader, and site operations to coordinate safe delivery.
- Lead incident management, investigations, and corrective action tracking throughout the project lifecycle.
- Maintain up-to-date HSE documentation and reporting systems.
Important: this is a full-time, fixed-term 24-months contract.
