Job Title: Project Engineering Lead – Civil & Infrastructure

Job Location : Bangladesh

The Project Engineering Lead (PEL) is a key leadership role responsible for the successful execution of the project. This position ensures that the project is delivered from the design phase through site execution, within expected specifications, adhering to overall project goals, APMT standards, local standards, and applicable international industry standards. The PEL collects requirements, drives design consultants and contractors, and ensures the design of facilities is executed according to APMT standards in line with the overall project schedule and assigned budget.

The role demands strong multi-disciplinary technical capabilities, experience in designing and constructing container terminals and related infrastructures, team-leading skills, and strong stakeholder management skills. Working in alignment with the corporate Asset Design Engineering (ADE) function, who oversees the project design, the PEL manages the development and implementation of the design, setting project criteria, and provides guidance to consultants and contractors to ensure the best technical solutions are implemented.

During the initial phase, the PEL is accountable for preparing tender requirements for design services, equipment, and other long lead items, as well as supporting the necessary permits, and participates in the technical bid evaluation for selecting suppliers, design consultants, or Project Management Consultants (PMC) as applicable. The PEL is also part of the project core team for construction tenders, ensuring all necessary documents are provided and technical requests are addressed promptly. Depending on the construction contract strategy, he/she may oversee the handover of technical documentation to contractors or the development of the detailed design, ensuring compliance with the requirements.

During project execution, the PEL monitors progress and performance of the design against the project plan and is in charge of overall coordination with other departments and internal functions. Additionally, the PEL sets and oversees technical criteria for testing and quality control to be satisfied during the execution of construction.

The PEL identifies, assesses, and manages risks associated with the design phase, implementing mitigation strategies to minimize potential impacts on project scope, schedule, and budget. He/She ensures that all design-related risks are documented and communicated to relevant stakeholders. Upon project completion, the PEL oversees the development of as-built documentation, ensuring that all changes made during construction are accurately recorded.

The PEL is an integral part of the project team, based at the project location and reporting to the Project Director. This ensures full dedication to the project, providing direct oversight of design activities and address issues promptly. Being on-site facilitates better communication and coordination with team members, essential for the smooth execution of the project. It also allows for the real-time capture of business requirements and their implementation into the project. Decisions relevant to design can be made promptly, avoiding impacts on the project schedule.

Additionally, the PEL has a functional reporting line to the Head of ADE. This ensures that all major technical decisions and fundamental design choices are made in consultation with this function. The dual reporting structure provides consistent guidance and oversight across multiple projects, ensuring that all designs adhere to APMT standards and are optimized for efficiency and effectiveness. This consistency is vital for maintaining quality and uniformity in project execution, crucial for the successful completion of complex projects. This ensures an objective perspective focused on long-term technical integrity and compliance. Any conflicting requirements between these two reporting liens will be appropriately escalated.
