About the role

• The Physical Network Inventory team are responsible for maintaining the inventory systems that are used to plan and build the Openreach network.
• These systems have been fundamental in supporting the Openreach rollout of full fibre to the UK.
• The role also involves futureproofing these critical systems to ensure they remain available, operational and well supported into the future.

What you’ll be doing

• Supports the design and development of software solutions in accordance with the wider architecture and security standards
• Create & maintain the architectural designs for ESRI solutions and interface solutions.
• Undertaking technical reviews to continually update knowledge and skills in software engineering principles and practices, ensuring a base level of technical specialism proficiency to enable industry and quality standards to positively impact work and customers
• Supports with the designs of technical specifications and development of software solutions of smaller and /or less complex initiatives in partnership with team, contributing towards the quality of delivery
• Writing, tests and reviewing code, refining and rewriting as necessary, communicating to engineering professionals and colleagues involved in the project
• May support engineering and operational excellence initiatives, assisting with implementing metrics and processes for regular assessment and improvement
• Supports in the implementation of ways to improve working processes within the area of software engineering responsibility
• You will work alongside a team responsible for migrating Openreach’s Physical Inventory (PNI) system onto a new future proofed platform, focussing on
o Integration of the new system to existing platforms.
o Defining, implementing and supporting the rollout of the new PNI system
• You will own development of tools and interfaces to support the migration.
• You will develop and port functionality into the new inventory system.

Essential Skills / Experience

• Essential:
• Extensive experience in ArcGIS Enterprise, ArcGIS Pro, ArcGIS Server, Portal for ArcGIS, and Utility Network Model (UNM), TDN architecture and implementation.
• Programming/Scripting: Strong development skills of applications and web applications/APIs. Ability to script to support automation.
• Application Development: Ability to develop new or existing applications to deliver functionality or enhance to address bugs, focussing on Java and spring boot/framework.
• Software Testing: Be familiar and capable of testing software at the unit and integration test levels through automation. Be comfortable with Test Driven Development and Java unit test frameworks like Junit and Spock
• Database Design & Development: Strong expertise in database design and development, including the application of best practices such as data modelling, normalization, performance tuning, and scalability considerations. Proven hands-on experience implementing and optimizing database solutions using PostgreSQL/PostGIS and Oracle, with a solid understanding of data architecture, query optimization, and enterprise data management.
• IT Security: Able to understand the security risks in an application and propose/implement fixes to harden the security of applications.
• Strong Solution Architecture expertise, including High-Level Design (HLD), Low-Level Design (LLD), architecture governance, and design assurance.
• Proven experience designing and delivering large-scale GIS and geospatial platforms.
• Strong Integration Architecture skills covering REST APIs, microservices, event-driven architecture, API gateways, and enterprise integration patterns.
• Hands-on development experience with Java, Spring Boot, and API development.
• Experience in data migration, ETL frameworks, data reconciliation, and data quality management.
• Strong understanding of Identity & Access Management (IAM), role-based access control, Row-Level Security (RLS), and security architecture.
• Experience designing for performance, scalability, resilience, availability, and disaster recovery.
• Hands-on experience with DevOps practices, CI/CD pipelines, source control, and automated testing.
• Ability to lead technical design workshops, architecture reviews, and cross-functional engineering teams.
• Excellent stakeholder management and communication skills, with the ability to engage effectively with business, architecture, delivery, and supplier teams.• Experience working within large-scale transformation programmes and managing multiple technology suppliers.

Desirable Skills / Experience

• Telecom industry experience, particularly in: Physical Network Inventory, Fibre and network inventory systems, Planning and Work Management systems
• Experience with ESRI Utility Network migration programmes.
• Knowledge of FME, ArcPy, Python, and GIS automation frameworks.
• Experience with ArcGIS SDK, Arcade, ArcGIS Python SDK, Notebooks, and GeoAI capabilities.
• Exposure to Generative AI and Agentic AI capabilities within the ESRI ecosystem.
• Knowledge of observability and monitoring platforms such as Dynatrace.
• Experience with data governance, master data management, and regulatory compliance.
• Previous experience leading offshore, nearshore, and multi-vendor development teams.
• Industry certifications such as: ESRI Technical Certification, TMF
