Role Purpose/Business Unit:

National Roaming : To craft and execute national roaming strategy keeping abreast with the latest technological advancements, industry regulation and the competitive landscape of the ICT sector in South Africa.

  • Defend Revenue: The incumbent shall be responsible for retaining current roaming revenue with National MNOs.
  • Grow Revenue: He/She shall be charged with growing the roaming revenue by identifying and closing new roaming opportunities, and finding innovative ways of maintaining existing margins while attracting new revenue opportunities.
  • Regulatory and Competition Compliance: The incumbent shall lead Wholesale’s strategy in ensuring adherence and or responding to compliance requirements with regulatory and competition commission, engaging closely with technology, regulatory and competition teams in Vodacom
  • Key Stakeholder Engagement: The incumbent shall advise senior leadership members Vodacom on pertinent issues regarding roaming revenue risks and opportunities, while engaging directly with senior decision-makers outside the organisation, including C-level customers and suppliers.


MVNO: To craft and execute the MVNO strategy including the go-to-market plan, delivery methodologies, technology partner selection and management, as well as direct sales and customer engagement, from conception to onboarding to billing.

  • Gain Market Share: The incumbent shall be charged with identifying and targeting strategic MVNOs currently serviced by other MNOs to improve wholesale market share
  • Grow Revenue: He/She shall be charged with growing the MVNO revenue by stimulating usage of existing MVNOs while maintaining existing wholesale margins and attracting new revenue opportunities.
  • Regulatory and Competition Compliance: The incumbent shall lead Wholesale’s strategy in ensuring adherence and or responding to compliance requirements with regulatory and competition commission, engaging closely with technology, regulatory and competition teams in Vodacom
  • Key Stakeholder Engagement: The incumbent shall advise senior leadership members of Vodacom on pertinent issues regarding MVNO revenue risks and opportunities, while engaging directly with senior decision-makers outside the organisation, including C-level customers and suppliers.

Managed Network Services: To craft and execute MNS strategy keeping abreast with the latest technological advancements, industry regulation and the competitive landscape of the ICT sector in South Africa

  • Defend Revenue: The incumbent shall be responsible for retaining current MNS MNOs
  • Grow Revenue: He/She shall be charged with growing the MNS revenue by identifying and closing new MNS opportunities, and finding innovative of monetising the network.
  • Regulatory and Competition Compliance: The incumbent shall lead Wholesale’s strategy in ensuring adherence and or responding to compliance requirements with regulatory and competition commission, engaging closely with technology, regulatory and competition teams in Vodacom
  • Key Stakeholder Engagement: The incumbent shall advise senior leadership members of Vodacom on pertinent issues regarding roaming revenue risks and opportunities, while engaging directly with senior decision-makers outside the organisation, including C-level customers and suppliers.


Wholesale APN : To craft and execute the APN strategy, delivery methodologies, product lifecycle, as well as direct sales and customer engagement, billing and disputes.

  • Defend Mobile Revenue: The incumbent shall be charged with retaining strategic APN wholesalers and managing rate changes without diluting revenue
  • Grow Revenue: He/She shall be charged with growing the APN revenue by stimulating usage of existing APN wholesalers while maintaining existing wholesale margins and attracting new revenue opportunities.
  • Regulatory and Competition Compliance: The incumbent shall lead Wholesale’s strategy in ensuring adherence and or responding to compliance requirements with regulatory and competition commission, engaging closely with technology, regulatory and competition teams in Vodacom
  • Key Stakeholder Engagement: The incumbent shall advise senior leadership members of Vodacom on pertinent issues regarding APN revenue risks and opportunities, while engaging directly with senior decision-makers outside the organisation, including C-level customers and suppliers.

Wholesale Reverse Billed Data : To craft and execute the RBD strategy, delivery methodologies, product lifecycle, as well as direct sales and customer engagement, billing and disputes.

  • Defend Mobile Revenue: The incumbent shall be charged with retaining strategic RBD wholesalers and managing rate changes without diluting revenue
  • Grow Revenue: He/She shall be charged with growing the RBD revenue by stimulating usage of existing RBD wholesalers while maintaining existing wholesale margins and attracting new revenue opportunities.
  • Regulatory and Competition Compliance: The incumbent shall lead Wholesale’s strategy in ensuring adherence and or responding to compliance requirements with regulatory and competition commission, engaging closely with technology, regulatory and competition teams in Vodacom
  • Key Stakeholder Engagement: The incumbent shall advise senior leadership members of Vodacom on pertinent issues regarding RBD revenue risks and opportunities, while engaging directly with senior decision-makers outside the organisation, including C-level customers and suppliers

Your responsibilities will include:

  • Negotiate, conclude and maintain agreements with Roaming, MNS & MVNO, APN, RBD partners to achieve competitive commercial revenues and margins
  • Liaise with internal and external partners at C Level, and ensure that sound relationships are established and/or maintained.
  • Creating an innovation-oriented culture focused on generating multitier revenue streams while identifying new use cases linked to emerging technologies with clear risk management approaches in place.
  • Manage the operational execution of all contracts
  • Monitor, identify and address issues proactively
  • Analyse monthly volumes, revenues and expenses for trends and anomalies
  • Work closely with Technology team to ensure adherence to agreements and for negotiation input
  • Regular interface with customers
  • Ensure compliance with all agreements, including revenue assurance.
  • Accountable for the research and identification of new revenue earning wholesale business opportunities, including those arising from new technologies.
  • Accountable for the development of business cases and agreements for potentially viable new or enhancement opportunities.
  • Initiate projects, facilitate, and lead cross-functional teams and meetings, both internal and external towards service implementation.
  • Initiate and lead Cross – functional cooperation with the Finance, Billing, Legal, Regulatory and Operational side of the business towards service implementation.

The ideal candidate for this role will have:

  • 3 -5 year relevant degree (preferably engineering or commerce)
  • 3-5 years management experience
  • 10 years’ experience in a telco is essential with national roaming/MNS/MVNO experience essential
  • Agile qualification or competencies
  • Project/Programme Management qualification and competencies
  • MBA or equivalent qualification
  • Strong technical background, including relevant standards like 3GPP, IETF, GSMA and underlying technologies
  • Solid Core Network and Radio Access Network Knowledge, , e.g SBC, MSS, MGW, HLR, SMSC, IMS Core, RNCs, BCSs, NodeBs, eNodeBs, MVNE Platforms e.t.c
  • Proven Roaming, MNS, MVNO,APN experience, including delivering large scale transformation projects, fraud mitigation and intricate technologies and protocols like SS7, SCCP, SIGTRAN, DIAMETER, CAMEL e.t.c
  • Good understanding of new and critical technologies, like LTE, 5G, VoWifi, VoIP, VoLTE, MOCN, MORAN, Carrier Aggregation, e.t.c
  • Proven regulatory knowledge and application of the ECA act , compliance with ICASA standards and related standards
