Main Purpose of role

The Commissioning and Asset Adoption Manager will lead the asset adoption process on multiple district heating and cooling projects across the London Region. The assets vary from energy centres which incorporate air source heat pumps, storage, pumping & distribution systems, water treatment and associated control systems through to risers & laterals, HIU’s and meters. The role will verify assets in the project installation and commissioning stages, ensuring the assets meet Vattenfall’s quality, safety, and operational requirements.

The role will be a critical input from early project stages, steering designs to set up for success in later commissioning phases, and inputting into construction plans to ensure appropriate consideration has been made for the handover of assets to Vattenfall. Here you will develop and implement procedures to manage the adoption of new heating and cooling assets and networks from external developers and internal project teams.

The successful candidate will be comfortable on site and in the office environment. In the office the role will review and comment against commissioning plans and develop handover plans, keeping others informed of progress and issues. There will be an element of hybrid working as well as in person. On site, the role will witness commissioning activities and support commissioning with their technical understanding of the processes.

The Commissioning and Asset Adoption Manager reports to the Head of Delivery and Operations. This role is both outward and inward facing. Internally, you will work in matrix project teams with colleagues from commercial, engineering, customer operations, and asset management functions. The role will be externally facing to our service providers, contractors and client’s. You will work with and advise external developer teams, including 3rd party consultants and designers, and Vattenfall’s own major project teams. You will evaluate existing operational networks and assets against Vattenfall’s installation and commissioning standards, and you will ensure the procedures and processes are reviewed and followed up with “lessons learned” meetings with the aim to ensure continuous improvement towards operational excellence.. The successful candidate may participate in the development of maintenance and lifecycle replacement strategies and support the efficient operation of district heating and cooling assets.

From time to time you will hold the role of Lead Receiver Representative (LRR) for projects delivered by Vattenfall in-house major projects team, This role will represent the interests of the receiving operational team and coordinate with the project team to ensure successful handover and timely execution of tasks.

You will have the benefit of connecting and building relationships across the Nordic heat businesses, and the wider UK heat industry. There will be opportunities for you to contribute and enhance the delivery practices and performance of the Heat UK business, in line with our strong promotion of continuous improvement.

Key Responsibilities / Duties

  • Adhere to the Vattenfall process for the Asset receiver in the transition from Design to Construction, and from Construction to Operation.
  • Working with the Customer Operations Manager, co-ordinate onboarding of new customers, and working with the Operations Manager, co-ordinate onboarding of new assets.
  • Provide inputs at the design stages by communicating clear operational and performance requirements.
  • Participate as operational authority in HAZID and HAZOP workshops.
  • Develop, deliver and manage commissioning plans and strategies.
  • Validate and confirm commissioning acceptance criteria.
  • Co-ordinate activities and communications with the matrix project team on asset commissioning activities to successfully adopt assets into operation.
  • Complete on site witnessing of the assets during installation and commissioning phases, confirming asset quality and installation is as per requirements.
  • Complete any asset evaluation that supports network acquisition activity.
  • Reinforce robust health and safety practices to achieve operationally ready assets.
  • Asset installation and commissioning risk identification and resolution.
  • Provide high standards of information communication making sure nobody is left behind or missing critical information.
  • Establish and enhance internal and external stakeholder relationships at every level of organisation structure.
  • Manage any regional specialist commissioning contractors to ensure snags are closed off prior to operations.
  • Conduct post-adoption follow-ups, reviews and lessons learnt for continual improvement and closure of any onboarded snags.

Qualifications

Essential requirements

  • Knowledge and experience of adopting assets; the processes and risks associated with process safety, the construction, commissioning, and operations and maintenance of plant and equipment.
  • Good knowledge of relevant legislation and supporting regulations, including, CDM, DSEAR, PSSR, PUWER, LOLER, COSHH, L8, etc.
  • Experience of HAZID, HAZOP processes.
  • Experience of interpreting technical design information
  • Excellent oral and written communication, interpersonal and influencing skills with the ability to build rapport and take a diplomatic approach with colleagues and contractors.
  • Experience working with asset management tools and are comfortable with digital technology.
  • Excellent analytical and problem solving skills required to assess and resolve issues with strong attention to detail.
  • Excellent organisational skills and ability to prioritise and manage conflicting deadlines.
  • Experience of leading and managing people through challenging situations.
  • Ability to work both independently and as part of a cross-functional team.
  • Competence with Office 365 suite
  • Experience working in the district heating and/or building services sector.
  • Experiences of having to adapt to various internal and external changes which lead to uncertainty.
  • Experience of managing multiple external stakeholders with various needs and requirements simultaneously.
  • Evidence of working successfully cross-functional with various areas of the business to achieve the aims of the project.
  • Strong time management skills.
  • Negotiating skills, willingness to compromise and persuasiveness.
