Job Description

Senior Government Affairs Specialist — Middle East and North Africa (MENA) Strategic Markets

What you'll bring

You bring deep expertise in government affairs, public policy, and regulatory risk, with strong business acumen and global intercultural competence. Strategic, precise, and consistently delivering structured analysis and reporting at corporate standards.

  • Market intelligence — translating policy, regulatory, and competitive data into actionable strategies.
  • Data-driven stakeholder engagement — structured plans, follow-through, and relationship intelligence with senior public decision makers.
  • Intercultural competence — operating across diverse cultural, political, and institutional environments.
  • Bilingual content creation — briefings, position papers, and thought leadership in Arabic and English.
  • AI data analytics — analytics, prompt engineering, and automation prototyping.
  • Degree in Political Science, International Relations, or Business; MBA a plus. Arabic and English fluency required.

In addition to the skills and experience specific to this role, all positions at SAP require candidates who are comfortable using AI tools — including agentic AI — in their day-to-day work, from crafting effective inputs and automating routine tasks, to evaluating AI-generated outputs for quality and driving adoption of AI practices within their teams.

What you'll build

Closely supporting the Head of MENA Strategic Markets, you will implement part of the government affairs agenda — developing policy positions and enabling public sector engagements.

  • Build structured government engagement programmes across some priority markets.
  • Produce strategic dossiers, risk assessments, and policy briefs; advise on strategy and crisis response.
  • Support strategic public sector transactions through government facilitation.
  • Position SAP as a trusted government partner through advocacy, events, and strategic communications.

Where you belong

SAP Government Affairs MENA Strategic Markets is a high-impact function at the intersection of digital policy, government engagement, and public sector business in the Gulf and Levant. Based in Dubai, you join a global network of government affairs professionals with direct access to SAP leadership.
