Reporting to the Senior QHSE Centre of Excellence Manager – Environment & HSE, this senior role drives a strong risk-aware culture across APM Terminals. The specialist leads HSE risk management processes and ensures health, safety, and environmental considerations are embedded in projects, operations, and equipment workflows.

Acting as a strategic Risk advisor, the role aligns HSE practices with functional safety programs, ensuring risk controls are compliant, practical, and integrated into system design and execution.

Location: The Hague, Netherlands (This role requires regular business and project-related global travel as needed (estimated 20–30% of the time). Travel frequency may vary depending on project phase and business needs).

Key Responsibilities:

HSE Risk Management Framework

Lead the development, maintenance, and standardization of the APM Terminals HSE Risk Management Framework, ensuring consistency and effectiveness of implementation of tools and techniques across global Terminal Operations and Projects. Provides subject matter expertise and assurance on HSE Risk Management processes. Create a common understanding of the risk terminology and Risk Management processes.

Functional Safety Integration

Provide HSE risk leadership and input into the Functional Safety Management processes, ensuring alignment with international machine safety standards and integration into the equipment lifecycle milestones.

Risk-Based Operational Safety

Drive the adoption of a risk-based approach to engineering and operational safety, promoting proactive hazard identification and control implementation across Terminals.

Technical Safety Contributions

Deliver HSE input into project and operational safety assessments, support the development of equipment safety cases, and ensure HSE requirements are embedded in functional safety and lifecycle planning.

Embedded Risk Management

Through collaboration with HSE Business Partners, embed Risk Management practices into Terminal Operations and Projects, capital investments, project portfolios, Mergers and Acquisitions, and business planning to enable risk-informed decision-making.

Global Risk Profiling & Insights

Develop Risk Assessment document repository of best practices. Lead the development of global safety risk profiles, maintain HSE risk reports, and generate insights from historical and comparative Risk Assessments to address common risk themes across terminal sites.

Digitalization & Innovation in Risk

Work with the IT and Systems Support functions to develop automation and digitalization of Risk Assessment processes, including the application of AI and data analytics to enhance risk identification, management, and communication—aligned with APM Terminals Strategy 2030.

Cross-Functional Collaboration

Act as a strategic risk specialist partner to the Business Implementation Management, Operations Technology, and Asset Management functions, as well as colleagues across Safety & Resilience (S&R), to ensure HSE is fully integrated into business, project and technical processes. Collaborate with APMM HSE team to update and improve existing Maersk e-learning modules to promote greater awareness and understanding of Risk Management procedures and requirements.

We Are Looking For:

  • Solid experience in HSE, functional safety or safety engineering roles within an industrial, construction or manufacturing context of which at least 5 years in technical or operational role in multi-national organization.

  • Port Terminal industry experience is a pre-requisite.

  • Degree in Occupational Health and Safety or Engineering, or a related field.

  • Advanced training in Risk Management (ISO 31000) and Machine Functional Safety (ISO 13849, IEC 62061) is preferred.

  • Advanced knowledge and skill in Risk Assessment process, Risk Management and Risk communication.

  • Understanding engineering design and Safety Related Control Systems, as well as quality assurance aspects of equipment and systems to ensure safety integrity.

  • Understanding of functional and machine safety compliance, legal responsibilities, standards, regulatory and certification aspects (such as CE in EU and requirements from other regions).

  • Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels of the organization. Must be willing to tackle tough issues with tact and diplomacy in a timely fashion.

  • Strong leadership, change management, and cross functional/engagement management skills including the ability to act as change agent through interactions with others.
