
Head of Procurement & Chartering (GCA)

Position The Head of Procurement & Chartering is responsible for the deployment & execution of our procurement strategy, which includes responsibility for regulatory and procedural compliance, risk management and vendor quality control in all aspects of procurement, supplier relationship management & contracting activity executed in Greater China.
Location Shanghai (Preferred) or Major City in China.
Role Description:
·Team Leadership & Development: Lead and develop the Procurement & Chartering team by fostering a high-performance culture. Ensure team members have the skills, knowledge, and motivation to deliver on objectives. Provide coaching, mentoring, and professional development to build capability and support individual growth.
·Strategy & Governance: Implement global and regional procurement strategies, ensuring alignment with organizational objectives. Govern area procurement policies and maintain compliance with global standards across all processes.
·Vendor Management & Supplier Performance: Drive vendor management by identifying and qualifying suppliers, negotiating rates & terms and maintaining capacity & allocation plans. Build and sustain strong supplier relationships. Set and monitor performance targets for service quality and cost optimization, conducting regular assessments and reviews to ensure excellence.
·Legal & Contracting: Ensure robust contractual governance by maintaining a deep understanding of the various types of vendor agreements and their alignment with commercial contracts. Assess and mitigate risks, identify gaps, and safeguard the organization’s interests through proactive contract review and compliance management.
·Safety & Compliance: Embed QHSE requirements into procurement activities, ensuring strict adherence to the highest global standards in the industry.
·Stakeholder Engagement & Collaboration: Partner with internal stakeholders to support business success, including contributing procurement insights to strategic discussions, supporting bids, and engaging teams throughout project execution. Maintain strong engagement with regional counterparts to share best practices and ensure alignment with global standards.
·Market Intelligence & Industry Networking: Represent the organization at industry events and exhibitions to stay ahead of market trends and innovations, while identifying and sourcing qualified vendors that align with our growth objectives.
·Desired Experience & Competencies:
·Extensive expertise in the procurement of ocean vessels (chartering) in break bulk and heavy lift sector and a broad range of specialized landside logistics services.
-Deep understanding of multimodal transportation for general cargo, out of gauge cargo (OOG), heavy and over dimensional cargoes.
-Proficiency in overall operations of multimodal project forwarding solutions for export and import shipments.
-Highly knowledgeable in maritime services, ocean carriers and sea freight modes ranging from containerized to multipurpose and Roro vessels
·Strong vendor relationships, proven ability to manage and develop strategic partnerships.
·Familiar with all vendor management processes, with the ability to interpret, apply, and continuously improve best practices.
·Proven ability to lead diverse onsite and remote teams, driving collaboration, accountability, and high performance through effective coaching and development.
·Experience working in matrix organizations, navigating complex structures and driving alignment across multiple stakeholders.
·Exceptional negotiation skills with a track record of securing favorable terms and outcomes.
·Advanced analytical capabilities to assess data, identify trends, and inform strategic decisions.
·Seasoned to collaborate effectively within cross-functional teams and influence decision-making across departments.
·Excellent communication skills in both English and Mandarin, enabling seamless interaction with internal teams and external vendors.
·Flexibility and willingness to travel, both domestically and internationally, as required.
