About the role

BT Business is at an important inflection point in how we design and bring propositions to market.

We’re shifting from being product‑led to genuinely customer‑led — and this role sits right at the heart of that change. The Proposition Manager will be a strategic voice for public sector customers, shaping propositions that directly influence product direction, commercial outcomes, and customer success.


This is not a role focused on packaging existing products. It’s about starting with customer problems, challenging assumptions, and defining propositions that genuinely make a difference in Health, Local Government and wider public sector environments. More than anything, we’re looking for energy, curiosity and strategic thinking — someone who enjoys working in ambiguity and shaping what comes next.

You’ll join a team with a strong appetite across the business for greater innovation and strategic influence. What you’ll be doing

  • Own the development of customer‑led propositions for public sector verticals, with a strong focus on Health and Local Government
  • Deeply understand customer challenges, buying models and sector constraints — and translate them into compelling value propositions
  • Influence internal product roadmaps by representing the voice of the customer, not simply reacting to existing plans
  • Build strong relationships across Product, Commercial, Sales and senior leadership teams
  • Develop clear, compelling proposition messaging and storytelling for internal and external audiences
  • Lead the go‑to‑market execution of propositions, ensuring strong adoption across sales channels
  • Manage propositions in‑life, using insight and performance data to evolve and improve them over time


This is an individual contributor role, but one with significant exposure, influence and accountability. We’re looking for someone who combines strong proposition fundamentals with the confidence and energy to challenge, innovate and influence.

Essential Skills / Experience

- Experience developing propositions, offers or solutions in a public sector context (Health and/or Local Government preferred, wider public sector also considered)
- Stakeholder management skills, with confidence engaging and challenging senior stakeholders
- A proven ability to turn complex or technical capability into clear customer value
- Commercial acumen — understanding how propositions drive revenue, adoption and impact
- A customer‑led mindset: starting from real customer problems, not products

Desirable Skills / Experience

- Background in telecoms, technology, IT, fintech or similarly complex environments
- Experience influencing product or strategic roadmaps
- Exposure to innovation‑led or transformation programmes
