Job Description

About the role

You’ll play a central role in setting up and running a PMO function for a major public sector programme. Working closely with the Programme Manager and delivery teams, you’ll establish governance, processes and reporting, while acting as the day‑to‑day pulse of the programme, tracking delivery health, highlighting risks, and providing clear insight to support confident decision‑making.


This is a senior, hands‑on role suited to an experienced PMO professional who can work independently, drive structure in a new environment, and influence through strong stakeholder engagement and coaching rather than formal line management.

What you’ll be doing

  • Setting up a PMO from the ground up for a new public sector customer, defining governance, processes, controls, tooling, and reporting frameworks
  • Acting as the operational heartbeat of the programme, tracking delivery progress, programme health, risks, issues, and dependencies
  • Identifying and escalating delivery jeopardy early, providing clear insight and recommendations to the Programme Manager and wider delivery team
  • Working closely with programme and delivery teams to support effective service delivery, assurance, and performance management
  • Driving initiatives forward independently, navigating a large and complex organisation to obtain facts, resolve issues, and maintain momentum
  • Supporting a culture of continuous improvement through coaching, knowledge sharing, and best practice PMO delivery

Essential Skills / Experience

  • Proven experience in a PMO or Programme Management Office role, with a strong track record at a senior level
  • Demonstrable experience setting up a PMO from scratch, including governance, processes, reporting, and controls
  • Strong stakeholder management and communication skills, with the ability to influence and challenge constructively
  • Experience working in complex, large‑scale programmes, ideally within regulated or public sector environments
  • A proactive, self‑starter mindset with the ability to work independently and take ownership of outcomes
  • Eligibility for UK Security Clearance (SC), or willingness to undergo clearance from day one (note: dual nationality is not permitted for this role due to security)

Desirable Skills / Experience

  • Experience working on secure or defence‑related programmes
  • Experience coaching, mentoring, or informally leading PMO colleagues without direct line management responsibility
  • Strong analytical skills with the ability to turn data into clear, meaningful insights for senior stakeholders
  • Familiarity with PMO tooling, programme assurance methods, and delivery best practices
  • Experience working across geographically distributed teams
