Job Description

The purpose of this role is to discharge Project Management and
Control activities across the Typhoon Availability Service Operation at Dukhan
Air Force Base (AFB), in Qatar.

The role is responsible for monitoring and reporting against
contractual performance and assisting with the establishment of Project Control procedures, methods and
systems, ensuring their appropriate application.

The incumbent will be required to
gather, synthesize & integrate
information relating to performance (cost, resources and outputs), monitor and
report progress against plans, identify trends, analyze and interpret data and
information to ensure all data and information is accurate, generate and publish
regular reports, including contract review packs, with recommendations to
senior managers.

The role also oversee high priority or
special projects as directed; responsible for providing analysis, guidance and
direction within areas of expertise. This position will anticipate, escalate
and solve management and business problems independently.

Requirements

Contract Management:

– Responsible for supporting
the contractual management aspects of the Typhoon Support & Training
Contract:

  • Key Performance Measures:
  • Contractual Training Requirements and deliverables;
  • On-base acceptance events;
  • BFP/R (GFx) Customer dependencies;
  • On-base FSR supplier contracts;

– Co-ordinate and control of contractual scope change
requirements;
– Ensure that all stakeholders, in particular the
customer community, are appropriately briefed and understand the contractual
availability service;
– Establish an internal set of performance
measures/metrics to monitor BAE Systems contractual performance to minimise
risk and maximize opportunity on the contract.

Project Management & Control:

– Integrate and project manage
cross programme activities, synthesizing complex programme information from
both internal and external stakeholders, including, but not limited to:

  • Prepare and collate the finance information for the Contract
    Status Reports (CSR);
  • Review and ratify risk and opportunity provisions;
  • Responsible for the project management of the Dukhan AFB
    Operation, delivering all on-base reporting and control of costs;
  • Generate and maintain integrated program schedules;
  • The administration of the Work Authorisation process, from
    Works Authorities, the central control of Directives, Purchase Authorities and
    CCNs;
  • Support reviews including but not limited to PDRs, QCRs,
    QBRs, risk & opportunity, Change Control Boards, Business Operations and
    customer PRMs;
  • Responsible for monitoring and analysing actual costs on a
    monthly basis, updating of ETCs and any associated risk and the reporting of
    EAC movements as required.

Training Delivery:

– Define and deliver
contracted training solutions, whilst maximising operational efficiency and
minimising costs;
– Co-ordinate, control and
report all training progression and performance indicators
– Act as the key interface
with Qatari customer for all contractual training requirements and
deliverables;
– Ensure that the coordinated
training programme aligns to the customer BFP/R (GFx) Manpower commitments to
support operational delivery.

Customer Dependency Management:

– Coordinate customer
dependencies schedule adherence deliverables and change requests, ensuring the
successful delivery of the contract;
– Responsible for the
reporting and ratification of risk exposure provision position and estimating
activities (EAC position, etc.);
– Escalate commercial issues
and act as the key interface with the senior customer, as required.

Additional responsibilities / Activities:

– Internal and external
meeting coordination and Customer Relationship management
– Ensure compliance with the
mandated BAE Systems Governance Framework, including, but not limited to; Life
Cycle Management (LCM), Business Continuity Management (BCM) – Incident
Management (IM), Gifts & Hospitality (G&H), Responsible Document Record
Management (RDRM), Export Control, SHE, et al.

Functional Knowledge & Experience:

  • Experienced and in-depth Project Management & Control
    knowledge and techniques in an Operational Aircraft Support environment is
    preferred;
  • High level of MS Office knowledge and application;
  • Programme Reporting experience;
  • Understanding and appreciation of operating in a
    customer-focused organisation in the Middle East;
  • Commercial and Contractual Awareness;
  • Purchasing Process and Export control awareness;
  • Contract Status Reporting (CSRs).

Business Expertise:

  • Understanding and appreciation of each function operating
    within an aircraft maintenance operational Availability Service;
  • Appreciation of Project Management practises, managing cost,
    time and quality;
  • Understanding of contract management;
  • Ability to think strategically and act in a detailed,
    hands-on manner;
  • Strong organisational skills and proven project management
    experience;
  • Strong interpersonal and communication skills, written and
    verbal;
  • Demonstrated ability to plan, organise, coordinate, and
    direct multiple projects and activities with varied deadlines;
  • Good judgment and sensitivity to confidential documents,
    issues and information;
  • High level of diplomacy, tact and discretion. Understands
    ethical issues and has a proven high level of integrity.

Qualifications:

  • Roles typically require a university degree, or an extensive
    amount of practical knowledge gained through experience;
  • Proficient level of English, written & verbal.

Problem Solving:

  • High problem solving competencies required to address
    complex issues around aircraft operations and maintenance;
  • High level of critical thinking required to work across a
    number of stakeholders both internal and external to resolve issues and deliver
    in line with customer expectations whilst maintaining Contracted Operational
    performance;
  • Ability to challenge and engage with stakeholder at all
    levels of the organisation in order to deliver a series of programmes to time,
    quality and cost;
  • Ability to work under pressure and to timescales;
  • Ability to recognise and escalate issues in a timely manner.
