Programme Manager – TSS

Location: Dhahran, Saudi Arabia

JOB PURPOSE

BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

  • The key aspect of this role will focus on the delivery of the Tornado Support Solution (TSS) contract, operating closely with and providing expert leadership to the customer and the other functional areas to ensure that the solution delivered is fit for purpose.
  • The Programme Manager role is responsible for providing leadership to PM team and closely work with cross-functional and business teams. Candidate is ultimately responsible for the overall governance, integration and delivery of the programme and solution to meet both customer and business requirements.
  • Ensuring through strong leadership and stakeholder management skills that the soft elements and hard aspects of the programme are integrated at the customer, programme and supply levels.
  • Responsible for ensuring that the required outputs are coherent and compliant with the overall requirement at a business, customer and programme level and according to commercial criteria, as well as company policies and procedures.
  • Ensure that all the programme risks and opportunities are effectively managed
  • Determine project/programme strategy business objectives and critical success factors to provide a basis for effective planning and management of programmers
  • Ensure effective stakeholder management to assure buy in to the integrated programme
  • Ensure that Programme Management activities carried out by the integrated project team are effective and results in work delivered on time, to specification/quality, and to cost.
  • Intervening to resolve or escalate issues when/where required to ensure project steady and effective performance.
  • The Jobholder will need to ensure that the project achieves all its objectives especially assigned relationships with major suppliers and sub-contractors to ensure the contracts are delivered and that issues are effectively addressed.

JOB ACCOUNTABILITIES

  • To direct and control each of the projects elements under individual’s responsibility from bid through mobilization to delivery in accordance with contractual commitments, quality standards, legal requirements, relevant standards and regulations, programme milestones, budget parameters, LCM review requirements and to the satisfaction of both internal and external Customers.

  • To maintain and develop good working relationships with representatives of the internal and external Customers and partners.

  • To regularly conduct programme and management reviews.

  • To engage with internal and external stakeholders with a view to understanding and exceeding requirements and expected levels of service.

  • To understand the BAESAI-Supply Chain organisation taking full accountability for remit and operating with the requirements of the wider organisation at heart.

  • To subscribe to and participate in the Executive PDR process and overlook own team PDR rating and annual performance.

  • Willing to challenge people inside and outside the organisation in order to act consistently with ethical business practices

  • Any duty or accountability required and deemed appropriate at Executive/Managerial level by the business.

  • Act as role model for the TSS team and other PM team in the company by demonstrating the required business behaviours for Executive level.

RECRUITMENT SPECIFICATION

Essential

§ Experience of the development and application of Project Management processes and controls, organisational design and functional governance.

§ The role would typically require a degree in Project Management or related discipline.

§ Expert in all aspects of Risk Management processes and techniques.

§ Expert understanding of the nature of work in multiple phases of a Project’s life cycle.

§ Significant experience and participation in Contract Reviews at a high level.

§ Track record of managing a number of major, complex and sensitive project successfully.

§ Expert understanding and application of LCM processes.

§ Substantial PM Experience in a relevant environment.

§ Expert level planning and scheduling skills, ensuring the complex activities of interrelated Project Teams are controlled, co-ordinated and linked into the overall Business Plan.

§ Expert leadership, delegation and team building skills to contribute to effective people management of large and complex programmes.

§ High-level problem solving skills.

§ Expert networking and communication skills used at a senior level with customers, suppliers, partners and sub-contractors.

§ High leadership skills

§ APMP Qualification or equivalent (Desirable).

§ Well rounded background of BAE Systems Operational Framework.
