Metering Delivery Strategy Lead
Location: Warrington (Hybrid 2-3 days per week onsite)

We’re looking for a Metering Delivery Strategy Lead to play a pivotal role in designing and delivering our long term metering strategy, ensuring we meet ambitious regulatory and environmental goals while putting customers at the heart of everything we do.
The role
This is a high impact, strategic and delivery position sitting at the centre of our metering transformation. You’ll support the design, development and execution of metering strategies and delivery plans aligned to our business plan, Water Resource Management Plan (WRMP), and PR29 ambitions.
Working closely with senior stakeholders across the business, you’ll translate long-term strategy into actionable delivery, ensure performance commitments are achieved, and bring innovative thinking from across the industry into United Utilities.
You’ll act as a subject matter expert, providing strategic guidance across metering and developer services, while supporting reporting, governance, and regulatory compliance.
What You’ll Do
- Shape strategy: Support the development of short and long term metering strategies, aligning with WRMP, PR29 and wider business objectives
- Drive delivery: Produce, maintain and assure delivery plans that enable performance commitments and regulatory compliance
- Lead insight & reporting: Oversee progress reporting, including Annual Performance Reporting (APR), PCD performance and delivery assurance
- Partner with the business: Provide strategic input to operational metering teams to drive performance and outcomes
- Engage senior stakeholders: Build strong relationships across leadership, steering groups, regulators and external partners
- Influence governance: Represent metering within key governance and charging forums
- Bring in innovation: Identify and adopt best practice from across the utilities industry and beyond
- Balance investment decisions: Shape strategies that balance cost, serviceability, sustainability and long-term value
- Own policy development: Produce and evolve policies in line with regulatory and business needs, adapting dynamically during the AMP
What We’re Looking For
- A degree in a relevant discipline or equivalent experience
- Extensive experience within utilities, with metering expertise
- Proven ability to operate at a strategic level and translate vision into delivery
- Strong experience working with senior stakeholders, regulators and external partners
- Excellent communication, influencing and presentation skills
- Confidence operating in governance forums and steering groups
- Commercial awareness with the ability to balance cost and performance outcomes
- Strong analytical and problem-solving capabilities
- A proactive mindset comfortable seeking out industry best practice and translating it into tangible improvements
