We’re looking for 2 Engineering Regulatory Submissions Lead roles, to represent the Water and Wastewater sides of the business. For both roles we are looking for a dynamic, technically strong and strategically minded individual who can bring clarity, rigour and innovation to some of the most important regulatory programmes in the water sector, including PR29, WRMP, DWMP, Growth, Asset Health and other business‑critical submissions.

What you'll be doing
- Develop efficient, affordable and deliverable engineering options aligned to our regulatory strategy.
- Build strong technical evidence and justification for solutions that go beyond standard regulatory allowances.
- Apply catchment-based and system-level thinking to create integrated network and treatment solutions.
- Coordinate and quality‑assure engineering inputs across DWMP, WRMP, PR29 and other major submissions.
- Ensure all assumptions, evidence and documentation meet internal governance and regulatory expectations.
- Maintain coherence between DWMP/WRMP and PR29, ensuring alignment with regulatory guidance.
- Track progress, risks, dependencies and issues across engineering workstreams.
- Support early-stage AMP9 development, ensuring solutions transition smoothly into capital delivery.
- Deliver outputs to a standard that minimises rework and accelerates downstream delivery.
- Work collaboratively with Strategic Planning, Asset Management, Operations, Economic Regulation, Finance, CEC and partner organisations.
- Facilitate workshops, option development sessions and cross‑functional reviews.
- Provide day‑to‑day coordination and technical support to engineers across UU and partner organisations.
- Champion catchment led solutions, innovation, nature‑based solutions and best‑practice engineering methods.
- Maintain audit‑ready evidence, decision trails and documentation.
- Ensure all engineering outputs comply with UU standards and regulatory constraints.
What we’re looking for
We’re looking for someone who combines technical depth with strategic thinking, collaboration and confidence.
You’ll need:
- Significant post‑graduate experience and professional qualification with accredited professional body (or equivalent experience).
- Strong ability to interpret complex data, identify risks and develop engineering options that meet strategic outcomes.
- Engineering or design management background with an engineering degree or equivalent experience.
- Excellent communication and stakeholder management skills.
- Comfort operating in ambiguity while maintaining disciplined decision‑making.
- Mandatory: Knowledge of water sector regulatory processes (PR, WRMP, DWMP, WINEP).
- Experience coordinating multidisciplinary inputs and working with third‑party partners.
- Awareness of risk, cost and schedule considerations in project environments.
