We are responsible for delivering over 200 Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. Within CO+I, the strategic Supply Chain team is responsible for establishing a supply chain that can meet the ever-growing growth of the Microsoft Cloud and our customers. We support a portfolio of complex, multi-disciplinary, multi-billion, multi-year datacenter construction and operations of those assets. We are looking to fill a critical role of EOT Sr. Procurement Manager.

As part of the regional EPC Execution Oversight Team, the key responsibilities are to work cross functionally with other Execution Oversight Team members to provide oversight on the consistent implementation of the project SLA and functional governance, perform project health analysis against the approved SLAs/scope/execution plan/cost/schedule, assist with the project setup, evaluate the site resource effectiveness, conduct spot audits, assist with onboarding and training of the site based team. Team will be dedicated to this scope and will not be assigned to specific projects or other functional/regional activities. The project reviews and assessment will be as per the Execution Oversight Team roadmap and/or managed by exception should a critical priority is raised within the region. Team will be based in hub location and will travel together to the site as per the roadmap and business critical priorities.

Responsibilities

Field Service Technician/Engineer Management (OEM):

  • Verify Supplier labor management on site visits in coordination with General Contractor, Scheduling Teams, and Internal Planning Teams to align schedules and deliverables.
  • Audit schedule compliance and escalations from field team to support installation and Cx activities as required to drive efficiencies between Supplier and General Contractor
  • Review and advise on strategy for any change orders for overtime, schedule compression and acceleration as needed.
  • Change Order Management:
  • Assess Change Order activity after CDEs & Tech Submittals are complete with Suppliers before Constructions begins.
  • Review the impact of change orders to the project with Execution Oversight Team partners cross-functionally to mitigate impact on schedule and cost.
  • Examine the commercial justification for change orders and review with site team.
  • Knowledge of claims management with the detailed understanding of the contractual conditions.
  • OFCI Management & Quality Assurance:
  • Inspect the MEP/OFCI (Owner Furnish Contractor Installed) equipment process of field team
  • Audit receiving process of supplier equipment on site and supplier response time to defect resolution in relation to quality issues
  • Inspect any design changes post IFC and ensure alignment with Execution Oversight Team stakeholders.
  • Review project design information, specifications, compliance documents and technical submittals while on site (master & project level design alignment)
  • Supplier Engagement & Performance:
  • Assess post award site delivery scheduling, on-time delivery performance, and reporting.
  • Review and monitor scheduling delays from OFCI/LLE equipment to relevant stakeholders.
  • Oversee site specific LLE performance and collaborate with both internal and external partners to proactively resolve issues.
  • Supervise technical risk management of design including timelines, SLA/KPI’s to avoid disruption to site timelines.
  • Leadership liaison between suppliers, site team, and Execution Oversight Team members to execute alignment between suppliers and Microsoft.
  • Effectively document and communicate improvement recommendations after site audit completion.

The role is responsible for partnering with the broader Global Supply Chain teams including Planning & Analytics, Procurement, Supplier Quality and overall Special Projects team to ensure on time delivery to meet the on-time delivery for a large, complex capital project. This role will partner with workgroups to drive strategy development and compliance through supplier selection, supplier selection and award, and contract management.

Qualifications

Required Qualifications:

  • Bachelor's or Master’s Degree in Engineering, Construction Management, or related field
  • Experience in Project Management, Procurement, Supply Chain, and/or Operations
  • Willingness to travel from job site to job site regularly.
  • Hyperscale data center or large building construction experience in an owner or general contractor capacity

Preferred Qualifications:

  • Bachelor’s degree in technical or financial fields (engineering, finance, business administration, supply chain). Masters preferred.
  • Knowledge of data center industry and experience managing a variety of project delivery methods - ability to lead a project team in defining risk and developing the appropriate contracting.
  • High energy and drive to achieve results in midst of ambiguity and matrixed org.
  • Technical ability to write contracts, ability to set up sourcing plans and negotiation strategies and execute them.
  • Excellent communicator that can interact with diverse groups across organizational levels.
  • Familiarity with common process improvement methodologies (Lean, Six-Sigma, etc.) and ability to facilitate change management.
  • Ability to implement new processes and get buy in from a cross functional team.
  • Must be able to drive sourcing strategy and supply chain execution for multiple categories.
  • Able to integrate successfully into large-scale construction projects - large dollar contracts of over $50 Million.
