Job Description

Overview

Cloud Operations + Innovation (CO+I) is seeking Construction Quality Project Manager. In this role, you will lead Microsoft’s quality oversight across large-scale construction projects, ensuring delivery aligns with Microsoft standards, project requirements, and local regulations. You will proactively identify and manage quality risks, defects, and corrective actions while partnering with contractors and cross-functional stakeholders to drive accountability, visibility, and successful project outcomes. Through effective governance, reporting, and field engagement, you will help ensure projects are delivered to the highest quality standards from construction through handover.

CO+I is the team behind one of the world’s largest Cloud Infrastructures, responsible for powering all Microsoft online Products and Services as well as powering Microsoft’s “Cloud First” mission. Our focus is on smart growth, high efficiency, and delivering trusted experience to customers and partners worldwide, and we are looking for passionate, high energy program managers to help achieve that mission.

Microsoft’s mission is to empower every person and every organization on the planet to achieve more. As employees, we come together with a growth mindset, innovate to empower others, and collaborate to realize our shared goals. Each day we build on our values of respect, integrity, and accountability to create a culture of inclusion where everyone can thrive at work and beyond.

Responsibilities

-Safety, Quality, and Compliance Oversight
Support a safety-first delivery culture by ensuring Microsoft quality oversight is aligned with site safety controls, permit requirements, energy isolation expectations, workface conditions, and applicable local regulations. The GC remains accountable for safe and compliant delivery, but the Quality Manager must escalate unsafe or uncontrolled conditions, challenge poor workface behaviours, and ensure quality activities do not proceed where the work environment is not suitably controlled.

-QA/QC Execution Assurance
Assure the GC's QA/QC activity across CSA, MEP, equipment installation, and associated works, including inspection planning, hold points, benchmarks, first-of-kind reviews, workface checks, and installed works verification.

-ITP, ITR, and Quality Records Governance
Review and monitor ITP/ITR completion, inspection evidence, test records, certificates, material records, and supporting quality documentation to ensure records are complete, traceable, approved, and ready for turnover.

-Defect, NCR, RCA, and CAPA Management
Oversee timely GC identification, classification, investigation, correction, and closure of defects, non-conformances, root cause actions, and corrective/preventive actions, ensuring repeat issues are trended and escalated.

-Turnover and Commissioning Readiness
Partner with commissioning and operations teams to confirm construction quality gates, punch-list readiness, documentation completeness, system cleanliness, preservation status, and closure of quality blockers before L3-L6 activities and handover.

-Workface Protection and Compliance
Promote strong control of FOD, environmental conditions, equipment protection, material storage, preservation, temporary works, and workface standards throughout construction and commissioning interfaces.

-Risk, Lessons Learned, and Continuous Improvement
Identify systemic quality risks, escalate early, capture lessons learned, and support consistent regional improvement across DCD quality governance and project execution

Qualifications

Required qualifications:
- Bachelor's Degree in Construction Management, Engineering, Quality Management, or extensive related experience, OR equivalent practical experience.
- Experience leading construction QA/QC, quality management, inspection governance, defect management, or non-conformance management on large-scale construction, industrial, mission-critical, or data centre projects.
- Experience working with quality plans, ITPs/ITRs, inspection and test records, construction documentation, and project turnover requirements.
- Experience working on data center or construction experience

Background Check Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
