Job Description
APM Terminals
Position Summary
- Coordinates and supports the management of safety activities and execution at the operational level for construction activities, in alignment with corporate strategy and site-specific requirements.
- Support regulatory compliance and stakeholder coordination with OSHA, DEP, EPA, USCG, CBP, and Port Authority agencies relevant to construction and terminal operations.
- Serve as a point of contact for regulatory inspections, audits, and documentation requests.
Responsibilities
- Develop and implement policies, procedures, and systems to support operational business activities in accordance with HSSE guidelines.
- Apply HSSE standards and loss prevention measures.
- Inspect facilities to identify existing risks, potential accidents, and health hazards in order to define corrective actions and ensure their implementation.
- Manage HSSE-related KPIs.
- Report HSSE incidents, support root cause analysis, and assess health risks to which company personnel and external agencies may be exposed.
- Perform accident and injury investigations.
- Provide training to personnel.
- Ensure that APMT ELZ HSSE policies and procedures are applied, and that US legislation is complied with.
- Contribute to continuous improvement processes.
- Inform management of any task that cannot be performed properly or timely due to circumstances beyond control.
- Participate in safety walkthroughs with the Safety Committee.
- Ensure contractor compliance with APMT procedures, standards, and rules.
- Develop emergency drills and train emergency response brigades.
- Oversee implementation of Construction HSSE Plans (CHASP), Job Safety Analyses (JSAs), and Method of Statement reviews.
- Verify contractor competency (licenses, certifications, safety performance indicators).
- Conduct daily field audits and interface checks for simultaneous operations within active yards, high-traffic areas, or berths.
- Validate that engineering controls are established for work along active roadways, near vessel berths, and within restricted terminal areas.
- Provide oversight on hazardous energy control (LOTO), hot work, excavation/shoring, heavy lifting, and marine-side operations.
- Verify that operational objectives align with quality, environmental, and customer requirements.
- Partner with terminal HSSE team to establish operational guidelines for construction.
- Maintain a working understanding of OSHA 29 CFR 1910, OSHA 29 CFR 1926, and 29 CFR 1917 (Marine Terminals) requirements applicable to construction activities within an operating terminal.
- Coordinate with Port Authority, Coast Guard, and CBP to ensure construction activities align with security protocols, access control, TWIC requirements, and FSP updates.
- Support DEP and EPA compliance obligations, including air quality notifications, waste manifests, stormwater sampling records, and SPCC-related activities.
- Lead preparation and documentation for regulatory inspections and audits (OSHA, DEP, EPA, USCG, Port Authority).
- Ensure construction contractor compliance with permit conditions (NPDES, dewatering discharge, air permits, hot work permits, confined space permits, etc.).
- Work with the terminal's FSO to update Facility Security Plan (FSP) requirements impacted by construction.
- Ensure construction zones, temporary fencing, and access points meet USCG/CBP security expectations.
- Ensure all workers obtain proper TWIC access credentials and escort protocols.
- Conduct periodic verification of escort procedures, badge/tags, and visitor management during construction operations.
Authority
- Define operational safety guidelines.
- Stop any process, activity, or situation that poses a risk to people, facilities, assets, or terminal liabilities.
- Facilitate root cause discussions and develop learning packs
- Reject contractor documentation (e.g., JHAs, Lift Plans, CSE permits) that do not meet requirements.
- Request additional resources or controls when risk levels exceed acceptable thresholds.
Environmental Responsibility
- Oversee hazardous waste storage areas, labeling, accumulation limits, and waste manifest documentation.
- Conduct routine environmental inspections (spill kits, secondary containment, dust suppression, sediment controls).
- Coordinate water sampling, soil management, and environmental monitoring required by DEP/Port Authority permits.
- Ensure contractors comply with terminal-specific environmental restrictions (e.g., protected areas, drainage systems, wildlife management).
- Work with terminal HSSE team to amend storm water & storm water plans
Education
- Bachelor’s degree in occupational safety, environment, or emergency management
- Master’s Degree preferred.

- OSHA 30 Construction
- First Aid/AED
- Confined Space Entry & Rescue
- Work at Heights
- Excavation
- Rigging & Lifting
- DOT HazMat (49 CFR) Awareness
- HAZWOPER 24 or 40 hours (depending on site conditions)
- TWIC credential
- USCG MTSA/FSP awareness training
- Spill Prevention, Control & Countermeasure (SPCC) program knowledge
- FEMA ICS 100/200 preferred
- Construction Stormwater (DEP/EPA) certification preferred
Experience
- 2 - 5 years of HSSE management within the transportation or construction industries
- Experience working in operational marine terminals, petrochemical facilities, or heavy civil infrastructure environments.
- Experience coordinating SIMOPS and multi-stakeholder operations (terminal ops, contractors, security, environmental).
- Demonstrated experience interacting with regulatory agencies during inspections or audits.
Salary: $108K - $120K
Schedule: First Shift (6 am - 3 pm) and Second Shift (3 pm - Midnight)
