About Laldia Container Terminal (LCT), Bangladesh
The Laldia Container Terminal (LCT) project in Chattogram represents a strategic investment in Bangladesh’s port infrastructure. As a greenfield development, LCT is designed to enhance capacity, improve operational efficiency, and support the country’s growing trade ambitions.
This project is critical in positioning Bangladesh as a key logistics hub in South Asia, with strong focus on safety, sustainability, and world-class operational standards from day one.
The Role
APM Terminals is seeking a Project HSE Specialist for this project-based role, acting as a key technical authority supporting the safe execution of construction activities.
Working closely with the Project HSE Manager, this role will drive HSE excellence across the project lifecycle—ensuring that construction supervision teams and contractors comply with contractual obligations, international standards, and local regulatory requirements.
Beyond compliance, the role will focus on building capability, strengthening safety culture, and embedding structured, high-performance ways of working across a complex, multi-contractor environment.
Key Responsibilities
HSE Leadership & Governance
- Support implementation of the Project HSE Plan across all phases
- Act as a key HSE representative in cross-functional forums
- Provide technical expertise, safety insights, and performance data to stakeholders
Risk Management & Assurance
- Identify, assess, and mitigate HSE risks proactively across the project lifecycle
- Ensure clear accountability for HSE across contractors and supply chain
- Drive assurance through audits, inspections, Gemba walks, and compliance reviews
Construction Supervision & Contractor Oversight
- Monitor contractor and construction supervision performance against HSE requirements
- Ensure alignment with contractual obligations, approved methodologies, and local regulations
- Conduct regular process confirmation and site verification activities
- Collaborate with contractor leadership to improve safety performance and compliance
Incident & Emergency Management
- Drive a transparent reporting culture and ensure quality incident investigations
- Ensure application of the hierarchy of controls and closure of corrective actions
- Maintain HSE data integrity across digital systems and reporting tools
- Plan and execute emergency drills (fire, medical, spill, evacuation)
- Coordinate with local emergency services and ensure readiness of response systems
Contractor Management
- Support HSE evaluation during contractor pre-qualification and selection
- Ensure translation of contract HSE requirements into site-level execution
- Review and approve HSE documentation (method statements, risk assessments, plans)
- Conduct audits across contractor operations, including camps, workshops, and equipment
Performance & Reporting
- Manage HSE data collection, validation, and reporting processes
- Contribute to monthly progress reports and management reviews
- Track KPIs (lead and lag indicators) to reflect accurate site performance
- Support development and tracking of the annual HSE plan
Continuous Improvement
- Drive Kaizen (“Just Do It”) initiatives to enhance safety performance
- Promote “Smart Working” methodologies and proactive risk elimination
- Strengthen safety culture through structured engagement and improvement programs
Reporting & Scope
- Reports directly to the Project HSE Manager
- Operates on-site in Chattogram, Bangladesh
- Works across a multi-contractor, large-scale infrastructure project environment
Critical Qualifications & Experience
Experience
- Minimum 8 years of HSE experience, including large-scale infrastructure, port, or terminal construction projects
- Experience managing HSE across complex contractor and supply chain environments
- Involvement in at least two major capital projects (>USD 100M)
- Strong knowledge of Bangladesh HSE regulations (Labour Act 2006, Labour Rules 2015, BNBC) and international standards
- Proven ability to work in diverse, cross-cultural environments
- Strong influencing, communication, and stakeholder management skills
- Ability to challenge unsafe behaviors confidently across all levels
- Fluency in English and Bengali
Education & Certifications
- Bachelor’s degree in Engineering (Civil, Mechanical, Electrical) or related field
- NEBOSH International General Certificate or Diploma (preferred)
- NOSHTRI Master’s/Diploma in Occupational Health & Safety (preferred)
- Demonstrated commitment to continuous learning and professional development
