Purpose of the Role

To ensure effective implementation of Health, Safety and Environmental (HSE) standards across all port operations including container handling, Dry bulk cargo, RoRo operation, and liquid bulk cargo (petrochemical) activities. The role demands proactive risk management, emergency preparedness, and fostering a strong safety culture during shift operations. Responsible for enforcing APMT safety standards on-site, executing all safety-related policies, and identifying, mitigating, or escalating critical risks in alignment with established safety regulations, policies, and standards.

Key Roles and Responsibilities

  • Lead shift-wise HSE operations ensuring compliance with statutory and APMT global standards. Ensure effective implementation of APMT global HSE mandates.
  • Conduct regular safety inspections, hazard identification, and implement corrective actions.
  • Monitor and enforce compliance with safety regulations across port activities.
  • Establish, implement & maintain Emergency Response Procedures for various potential hazardous situations and respond to emergencies including fire, oil spills, and hazardous material incidents.
  • Provide leadership, guidance & supervise the Fire & Safety team to ensure effective emergency response, preparedness.
  • Conduct incident investigations, root cause analysis, and ensure timely closure of corrective actions.
  • Organize HSE committee meetings, provide orientation & safety induction training to employees and contractors including Fire prevention, and Emergency response plans.
  • Provide input, improvement idea and support to management on safe work practices, while driving continuous improvement through Kaizens and safety enhancement initiatives.
  • Maintains all firefighting equipment to a high standard and ensures equipment is always in good working order.
  • Conducts fire prevention inspections in the port buildings and areas in accordance with fire prevention regulations.
  • Coordinates mutual fire protection plans, emergency responses and other department activities with surrounding jurisdictions, other departments, and organizations.
  • Responds to all emergencies in the port and renders assistance. Responds as an Emergency Team member to fire, oils spill or other incidents in the port or surrounding area.
  • Conducts safety inspections of work areas, advising supervisory personnel of observed safety hazards, violation of safety rules and regulations, and prepares safety inspection reports for the head of department.
  • Organize various HSE promotional programs, competitions, continuous awareness programs, celebrations and safety awards to foster a HSE culture in the port.
  • Maintain accurate records of inspections, incidents, and training activities.
  • Support environmental initiatives aligned with sustainability goals (e.g., Net Zero by 2040).
  • Supervise the functioning of the Occupational Health Centre to ensure compliance with statutory health regulations. Coordinate health surveillance programs, Organize first-aid and CPR trainings.
  • Promote employee wellness initiatives such as fitness programs, mental health support, and lifestyle management.

Knowledge and Competence

Educational Qualification (Either or)

  • Bachelor’s Degree in Fire & Safety Engineering, Occupational Health & Safety, or related discipline.
  • Bachelor’s in engineering (Mechanical/ Chemical) with Advance/ Post Diploma in Industrial Safety (RLI/ CLI/ TEB approved).
  • Bachelor’s in engineering (Mechanical/ Chemical) with NEBOSH accreditation (IGC/ Diploma)

Professional Experience

  • Minimum 8–10 years of experience in HSE function.
  • Experience in Oil & Gas (Petrochemical) and/or Port Industry.
  • Experience in port operations safety, emergency response, and regulatory compliance.

  • Excellent communication and leadership skills.
  • Fluent in Hindi/Gujarati and English.
  • Ability to work in high-pressure environments and lead shift teams effectively.
  • Familiarity with digital HSE platforms and reporting tools.
