About Laldia Container Terminal (LCT)

The Laldia Container Terminal is a major greenfield infrastructure development project in Bangladesh, designed to significantly enhance container handling capacity and support the country’s long-term trade growth. The project is delivered under international financing and governance frameworks and requires strict adherence to environmental, social, and regulatory requirements throughout construction and into operations.

Purpose of the Role

The Environment & Permitting Coordinator is based in Chattogram at the Laldia Container Terminal construction site and reports directly to the Project Director. The appointment is a fixed-term, project-based role aligned to the construction phase of the project, with an anticipated duration of approximately three (3) years.

The role provides on-the-ground technical, regulatory, and coordination support to ensure effective governance, compliance, and assurance of the Environmental and Social Impact Assessment (ESIA) and all environmental and regulatory permitting required for the construction and operation of the Laldia Container Terminal.

The role is accountable for ensuring compliance with the environmental and permitting requirements of the Concession Agreement, IFC Performance Standards, and applicable Bangladesh national regulations. Responsibilities focus on governance, coordination, and assurance rather than direct execution, acting as the single point of accountability for local ESIA and permitting progress, quality, and regulatory risk management.

Key Responsibilities

Regulatory & Permitting Coordination

• Support identification, application, renewal, and compliance monitoring of all environmental and regulatory permits required for the project in Bangladesh.

• Liaise with relevant authorities, including the Department of Environment, port authorities, and other government agencies.

• Track permit conditions and support implementation and close-out of regulatory obligations.

Environmental & Permitting Support

• Support implementation of ESIA commitments during pre-construction and construction phases.

• Assist with interpretation and application of Bangladesh environmental regulations and standards.

• Act as the local point of contact for environmental and permitting consultants in Bangladesh.

• Support review and consolidation of consultant deliverables with local regulatory insight.

• Coordinate with consultants, contractors, and site teams on compliance matters.

Stakeholder Engagement

• Support engagement with local authorities, regulators, and agencies as required.

• Attend meetings, document outcomes, action items, and follow-ups.

• Support resolution of site-level regulatory or compliance issues.

Monitoring & Reporting

• Support preparation of environmental and permitting progress reports.

• Maintain permit registers, compliance trackers, logs, and records.

• Support responses to regulatory inspections, audits, and information requests.

Risk Identification & Issue Escalation

• Identify emerging environmental, permitting, or regulatory risks and escalate proactively.

• Highlight potential schedule, compliance, or approval risks related to local regulatory processes.

Qualifications, Skills & Experience

• Bangladeshi national or permanent resident with strong professional experience in Bangladesh.

• 8–12 years’ experience supporting environmental, permitting, and regulatory aspects of large infrastructure or PPP projects or relevant consulting assignments.

• Proven experience with IFC Performance Standards.

• Demonstrated experience supporting ESIA preparation and regulatory approvals under project finance or concession structures.

• Experience engaging with Bangladesh regulatory authorities, particularly environmental permitting bodies.

• Experience with engineering, environmental, or project management consultancies is highly desirable.

• Strong coordination, documentation, and follow-up skills.

• Fluent in English and Bangla, written and spoken.

• Comfortable working within international project governance and reporting frameworks.
