The Role

The infrastructure Industry Innovation Partnership (i3P) is a client-led community of organisations operating in the infrastructure and construction sector committed to collaborative innovation to drive transformational change. i3P is partnered with and supported by a Secretariat provided by CPC. The programme of work includes developing and delivering change in the areas such as productivity, carbon and safety. It also aims to share good practice and bring innovative ideas to the fore. We are seeking a leader who has the necessary skills and experience to lead the continued development and growth of the programme at this critical time when it’s not only the innovation that matters, but also the adoption at scale. The post holder will need to demonstrate the credibility and profile to represent i3P with senior leaders in industry, government, funding agencies and other relevant stakeholders. They will work alongside the Client Group in this multi-faceted and rapidly evolving environment. A ‘can-do’ and adaptable approach is essential. The post holder will be responsible for the operational management of i3P through the Secretariat. They will lead on a full range of operational and strategic activities including, but not limited to, strategy delivery; business plan development; financial oversight; process & procedure development; developing strategic relationships; communications; membership and business development, while also, when required, delivering day-to-day tactical engagement. One key requirement of the post will be to stimulate and develop cross-sector collaboration opportunities as identified in our 2024-2027 strategy. Therefore, the post holder will need to ensure that i3P activity is visible across many allied interest groups and organisations.

Key Responsibilities

  • Leadership, support the Client Group and DLG co-Chairs by providing effective day-to-day leadership of i3P, building and enhancing its reputation whilst developing a clear recognisable value proposition for membership.
  • Delivery, oversight, coordination and reporting of the i3P Annual Business Plan as required by the Client Group and DLG, and the CPC Head of Infrastructure and Construction including ensuring effective monitoring and reporting of the i3P collaborative programme of innovation projects. Support the development and exploitation of future private and public funding routes. Facilitate the creation of a pipeline of future collaborative projects.
  • External engagement, develop relationships with strategic stakeholders to enhance the reputation of i3P as a key influential organisation in the successful application of collaborative innovation in the infrastructure sector.
  • Membership, drive active engagement and contributions from existing i3P members whilst recruiting new members with a focus on diversity, scale and collaboration.
  • Administration, provide an effective and efficient central Secretariat function including: financial oversight of the i3P operating budget; effective collection of income (subscriptions); efficient management of cost; and effective reporting of progress through the Balanced Scorecard.
  • CPC, liaise closely with other CPC teams across all sectors and technologies to ensure a good understanding of the other sector activities, and exploitation of relevant opportunities. Engage with other CPC teams to support the Secretariat.



Job responsibilities

  • Manage the delivery of the i3P strategy and delivery programme against its plan(s) to the satisfaction of members and external key stakeholders.
  • Work with the various infrastructure groups to facilitate and accelerate the transfer of knowledge within and between these groups and the establishment of collaborations.
  • Facilitate networking opportunities for industry to meet with peers and potential collaborators through the organisation of workshops and other meetings etc.
  • Understand and facilitate access to Innovation support mechanisms for businesses and to help develop funding and investment applications.
  • Promote the benefits of i3P and CPC both within infrastructure and cross-sectoral.
  • Display and maintain a high level of scientific and technical awareness in a broad range of topics of relevance to the UK infrastructure industry needs.
  • Provide ongoing financial oversight and management of programme resources.
  • Ensure all activities are effectively planned, resourced and managed.
  • Work with CPC teams to ensure i3P is engaged and positioned with requisite profile both within and across sectors.
  • Liaise closely with CPC staff across relevant sectors and technologies to ensure transfer of relevant opportunities and synergies are realised.

Skills, Knowledge and Expertise

  • Track record of successfully leading a major delivery programme in a complex multi-stakeholder environment.
  • A qualification in programme or project leadership (APM, Prince2, MPLA etc).
  • Recognised as active and credible within the innovation and infrastructure landscape.
  • Agile and confident working effectively beyond the infrastructure sector into wider technology and business areas and at all levels.
  • Have an understanding of infrastructure and construction supply chains across technologies and the role of innovation in transforming the sector.
