Due to the sensitive nature of this role, you may be required to undergo DV (Developed Vetting) level Security Clearance (https://www.gov.uk/government/publications/united-kingdom-security-vetting-clearance-levels/national-security-vetting-clearance-levels). An allowance of £5k per annum may be payable monthly while you hold this DV and continue to work in a role that requires that level of security clearance. The terms of this allowance will be made available if you are successful in being recruited into this role.

Why this job matters:

Being part of a dynamic team responsible for ensuring that BT meets its legal obligations under the under the Investigatory Powers Act. Specifically, under this role, you be responsible for ensuring that systems are in place that enable BT to meet these UK Mobile Network data obligations cost effectively, with appropriate security and meeting legal & BT operational requirements. This will involve working with mobile network designers and stakeholders both across BT and government/law enforcement. In addition to the design and implementation of these systems, the role will also involve providing expert technical support to these systems.

What you’ll do:

  • You will be responsible for ensuring that obligations systems can deliver legally required information and services to Government, Law Enforcement, the Courts, and other authorised Agencies in line with relevant legislation.
  • Focus of this role is business data relating to the mobile network.
  • Take ownership of network and system designs for mobile network data obligatory platforms including owning requirements capture, design & implementation.
  • Ensure all specific project work is compliant with Government legal requirements and policies as well as BT security standards and policies.
  • Provide expert analysis of the meaning of obligations communications data including providing support and complex case analysis, including liaising with source system owners to identify and resolve data feed issues and where possible to provide further insight into the data.
  • Track development of new products and services as well as the evolution of existing network platforms to ensure that relevant obligations capability can be maintained.
  • Development obligations system roadmap/evolution plans
  • Own business relationships, acting as a trusted advisor, at a senior level internally, cross LoB and externally.
  • Liaise with GSS compliance and Group Legal to support and ensure any developed capabilities are in compliance with legislation.
  • Design and improve existing processes and systems through innovation.

What you'll bring:

  • Have knowledge of mobile network architectures and their associated operational support systems and data
  • Have experience of solution design
  • Have knowledge of the security measures required in order to protect systems/data.
  • Have knowledge of BT products and services including their platforms and underlying network architectures
  • Have knowledge and experience of systems engineering.
  • Develop expert knowledge of end-to-end obligations system design, standards and applicable underlying security requirements.
  • Have the ability to communicate complex legal/regulatory/technical information in simple terms for a wide audience with varying levels of background knowledge.
  • Have the ability to work across the business with various technical teams ranging from architectural teams through to support teams in order to get obligations solutions scoped, designed and implemented.
  • Have an inquisitive pro-active approach with a keenness to investigate and understand technical issues and implementations.

The role is also subject to you gaining and keeping the necessary level of security clearance needed to undertake your work. The result of the security clearance vetting is not subject to appeal. Failure to successfully achieve and maintain the necessary level of security clearance may see any offer of employment with BT cease or withdrawn or may cause a role change or possibly lead to termination of employment.
