Job Title: Export Control and Programme Security Manager

JOB PURPOSE

BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

The main objective of this role is to understand, apply and implement Export Control Compliance obligations at the Business level. This includes compliance with the Export Control Policy and Procedures and all applicable Export Control laws and regulations. Managing a broad range of challenges and developing and delivering solutions to specific problems by applying appropriate approved solutions. Represents the Head of Export Control & Programme Security, KSA in working with the KSA Programme

JOB ACCOUNTABILITIES

· Manage the development of an effective Export Control Compliance framework for implementation and communication into each area of the business and industrial partners as required

· Help co-ordinate effective Programme Security Compliance across the business and as required into industrial partners in accordance with various regulatory requirements

· Ownership of Export Control Regulatory requirements and impact across the Business. Specifically undertaking development of relevant control measures including the establishment of mandatory requirements and subsequent reporting

· Provide specialist expertise in the audit and assurance process ensuring that the necessary controls are being applied and adhered to across all Business sites, Projects, Functions and industry partners

· The subsequent management and control of external BAE Systems Group and UK and Foreign Government Export Control audits

· Lead Export Control Investigations in accordance with the mandated requirements of the Group Compliance and Voluntary Disclosure procedure from capture to resolution

· Undertake and manage the implementation of Lessons Learnt from above, including the assignment of Business actions. Develop, maintain and report against the Export Control Lessons Learnt

· Provision of direct support to the Head of Export Control & Programme Security, KSA as necessary. Duties include the support of Export Control improvement activities including the delivery and recording of all Export Control related training

· Key ownership to ensure that the Export/ Import function maintains accurate record database for compliance purposes

· Delivering Export Control training at all locations as required

· Undertake site visits, including industry partners, across KSA to provide Subject Matter Expert (SME) support

· Deputising for and representing the Head of Export Control & Programme Security as required.

RECRUITMENT SPECIFICATION

· The successful candidate will require extensive understanding and knowledge of Export Control Procedures and legislation in order to be recognised as a SME in an area of Export Control activity

· Expertise in the application of Export Control regulations, particularly the U.S International Traffic in Arms Regulations and Export Administration Regulations, UK Export Control regulations and EU Dual Use Export Control regulations.

· Development and deployment of relevant policies & procedures and advising other functions on how their own procedures and processes should be amended to align with obligations under Export Control and Programme Security laws and regulations

· Ability to conduct effective investigations and audits.

· Ability to conduct comprehensive training at all levels.

· Attention to detail, thoroughness of approach, and good record keeping.

· Understanding of supply chain practices, security arrangements, IT systems and business winning behaviours

· Comprehensive understanding of BAE Systems values at Corporate level, and the organisation and culture within the Lines of Business.

· Understanding the role and impact of Export Control and Programme Security on business results, has a good understanding of best practice and corporate framework and policies

· Thorough understanding of Governmental (multiple) policy and concerns relevant to Export Control and Programme Security
