Manager and secure a portfolio of agreements behind two nationally significant reservoirs and help unlock infrastructure that will shape the future of water in the East of England.

Anglian Water is progressing the Fens and Lincolnshire Reservoirs, two proposed multi-billion-pound raw water reservoir developments. Together, they form the largest and most complex programme the organisation has undertaken and are being developed as Nationally Significant Infrastructure Projects through the Development Consent Order process.

We are looking for a Third Party Agreements Manager to play a critical role in navigating the programme through pre-application, examination and consent, helping secure Development Consent that is fundable, constructable and capable of transitioning successfully into delivery.

The opportunity

As Third Party Agreements Manager, you will be Anglian Water’s client-side control point for third-party agreements across the Lincolnshire Reservoir project. You will identify and manage technical and commercial matters arising from statutory undertakers, ensuring that requirements are appropriately translated into third-party agreements, protective provisions and the draft DCO application.

Working closely with the DCO Third Party Agreements Lead, Stakeholder Team, internal specialists, consultants and external legal advisers, you will bring structure, visibility and momentum to a complex programme of agreements, undertakings, commitments and assurances.

This is a highly influential position at the intersection of consenting, engineering, environmental assessment, legal delivery and stakeholder engagement. Your ability to build trusted relationships and resolve complex interfaces will directly support the progress of this transformational infrastructure project.

What will you be doing?

  • Act as the client-side lead for Third Party Agreements, ensuring legal, technical and commercial requirements from Statutory Undertakers are captured and delivered in line with programme objectives.
  • Build and manage strong relationships with Statutory Undertakers, promoting collaborative and transparent engagement throughout the process.
  • Coordinate the development and completion of legal agreements, side agreements, framework agreements and protective provisions required to support a successful DCO application.
  • Work closely with legal, stakeholder and delivery teams to translate technical and commercial requirements into robust contractual and DCO provisions.
  • Oversee document control, programme tracking and reporting to ensure agreements, commitments and undertakings are delivered on time and within budget.

What does it take to be successful?

  • Experience of working within major infrastructure projects and the negotiating of third party agreements and / or undertakings, commitments and assurances.
  • Experience of stakeholder management with a diverse range of stakeholders both internally and externally
  • Experience in the management and tracking of budgets and reporting on them.
  • A self-starter with the ability to take the initiative, manage and prioritise workloads and meet tight deadlines.
  • Proficient using Excel and use of it to manage, track and report. Proficient in Microsoft suite of applications: Word, Outlook, Teams, PowerPoint, SharePoint.
  • Experience of the Development Consent Order Process and associated documents required or other similar route to powers (desirable).
  • Full Driving Licence – due to occasional stakeholder meetings
