CONTEXT OF THE POSITION...

As the Chinese aviation market continues to evolve and integrate more deeply with global standards while maintaining unique domestic requirements, ensuring interpretation and compliance with CAAC Airworthiness Regulations and Standards is critical. This position is responsible for the strategic analysis of the Chinese regulatory framework. He/she will bridge the gap between complex legal requirements and practical engineering/operational applications, ensuring the organization remains compliant, safe, and competitive within the China Civil Aviation ecosystem.

ACCOUNTABILITY

The jobholder supports the Office of Airworthiness’s activities in China, in particular the regulation related topics.

The jobholder maintains a direct link between Office of Airworthiness and the CAAC as the focal points for the assigned tasks and projects.

MAIN ACTIVITIES

Regulatory Research & Interpretation

  • Conduct in-depth research and continuous monitoring of CAAC regulations (CCAR), including Advisory Circulars (AC), Management Documents (MD), and Airworthiness Directives (AD).
  • Analyze and identify the interrelationship between all the different regulations, guidance and advisory material, and the impact on existing company workflows.

Strategic Analysis & Development Trends

  • Map and categorize the CAAC regulatory framework in the domain of Aviation Safety and environmental impact. The scope shall include, but may not be limited to, Initial Airworthiness and design, Manufacturing, Continuing Airworthiness, CNS/ATM, Aircraft operations.
  • Monitor and analyze the developmental trends of China’s airworthiness policies, and bilateral agreements.
  • Participate in industry working groups and public consultation phases of new CAAC regulations to represent the organization’s interests.

Regulatory Liaison & Reporting

  • Establish and maintain an internal "CAAC Regulations and Standards Library" to ensure all stakeholders have access to the latest interpretations and standards.
  • Alert the Airbus Airworthiness and Certification department on the significant evolutions with a view to anticipate the impact of the changes.
  • Provide the translation in regulatory English for the purpose of facilitating the grip into CAAC regulations and standards.

QUALIFICATION

  • Education: Master’s degree or higher in Aerospace Engineering, Aviation Management, or International Law (with a focus on Aviation).
  • Experience: Minimum of 5-8 years in the aviation industry in the domain of Rulemaking, Safety Regulations, Airworthiness, Operations or Certification..
  • Expertise: Familiarity with the CCAR system and a clear understanding of the CAAC’s organizational structure and administrative logic.
  • Analytical Skills: Proven ability to synthesize vast amounts of technical and legal data into concise strategic recommendations.
  • Communication: Exceptional command of both Mandarin Chinese and English (Technical English proficiency is mandatory for cross-referencing with FAA/EASA standards).
