The Role
Join us in a pivotal role at the centre of governance, compliance and operational security. As Governance & Compliance Manager, you will lead the coordination of regulatory compliance activities across SEMD, ensuring robust governance frameworks, effective stakeholder engagement and strong oversight of security and risk across United Utilities' operational estate.
Working closely with Security Engineering teams, risk assessors, senior leaders and external regulators, you will provide critical insight into our security posture, drive governance through boards and steering committees, and deliver high-quality reporting that supports informed decision-making at every level. You will also play a key role in investment planning and delivery, helping to ensure programmes are effectively governed and aligned with regulatory requirements.
Role Accountabilities
- Maintain an up-to-date picture of all SE related engineering activities and progress against delivery agreements
- Compile scheduled and ad-hoc reports for regulatory bodies, collate evidence packs and relevant information to support submissions, and engage with relevant stakeholders to collate professional, accurate governance information.
- Manage agreed appropriate governance boards and steering committees that ensure all stakeholders understand their roles in SEMD delivery and management, and that appropriate escalation and discussions forums are available.
- Engage with regulators to ensure a strong relationship is maintained and confidence is provided of compliance and delivery
- Oversee all activities related to SEMD regulatory investment cycles, future investment planning, development planning and future proofing of SE installations
- Assist with maintaining SE strategy, document management and security controls relating to SE administration
- Participate in an out of hours rota to support operational response
Essential Skills & Experience
- Risk management with a proven track record, ideally in physical security.
- Strong understanding of water and wastewater operations and processes.
- SEMD (Security and Emergency Measures Direction) compliance, implementation, and management.
- Operational field experience, particularly in construction and protective security environments.
- Demonstrated experience working with regulators and external stakeholders.
- Broad understanding of the commercial and regulatory environment in which UU operates.
- Awareness of strategic business objectives and how security and risk management support them.
- Confidence engaging with operational teams, senior leaders, regulators, and external partners.
- Well-structured approach to planning, prioritisation, and organisation.
- Ability to manage multiple priorities while maintaining compliance and operational effectiveness.
- Strong independent working capability and decision-making skills.
- High levels of initiative and professionalism.
- Resilient, proactive, and self-motivated.
- Comfortable operating autonomously while influencing across a matrix environment.
If successful you must be willing and able to undergo and maintain National Security Vetting (NSV) clearance as a condition of employment.
There will be a requirement to participate in an out of hours rota to support incident response
