About The Role:

As a Regulatory Analyst within the Drinking Water Safety Plan team you’ll play a key role in protecting public health and supporting regulatory compliance by identifying, assessing and managing drinking water quality risks. Key responsibilities include:

• Risk Identification: Undertake structured risk assessments to identify actual and potential water quality risks throughout the drinking water supply system, from source to customer tap.
• Action Planning: Work collaboratively with operational and functional teams to develop, agree and monitor action plans that effectively mitigate identified risks.
• Regulatory Reporting: Support the preparation, quality assurance and submission of reports and information to regulatory bodies, primarily the Drinking Water Inspectorate (DWI).
• Regulatory Compliance: Ensure Drinking Water Safety Plans remain aligned with the Water Supply (Water Quality) Regulations and associated regulatory requirements.
• Continuous Improvement: Contribute to the ongoing development and enhancement of Drinking Water Safety Plans, driving improvements that reduce regulatory risk, protect public health and strengthen water quality resilience.

What You Will Be Doing:

• Manage and strengthen the company’s statutory relationship with the Drinking Water Inspectorate (DWI), particularly in relation to Drinking Water Safety Plans (DWSPs), while providing expert regulatory support to the DWSP Manager, senior leaders and Board-level stakeholders.

• Lead Drinking Water Safety Plan risk assessments across the entire water supply chain (source to tap), identifying, assessing, prioritising and managing existing and emerging water quality risks.

• Work with operational and technical teams to develop and implement action plans that reduce risk, improve resilience and prevent regulatory non-compliance, while driving continuous improvements to DWSP processes, systems and ways of working.

• Ensure compliance with the Water Supply (Water Quality) Regulations and the Water Undertakers (Information) Direction, including maintaining Regulation 27 risk assessments, coordinating accurate and timely Regulation 28 submissions to the DWI, and monitoring delivery of DWI commitments.

• Track, analyse and communicate unacceptable risks to governance and performance groups, providing assurance on progress and supporting informed decision-making through effective risk management and regulatory reporting.

• Act as the business’s DWSP subject matter expert by providing guidance on regulatory requirements, monitoring regulatory developments and industry best practice, identifying opportunities to improve compliance, operational performance and water quality outcomes, and participating in an out-of-hours rota to support water quality and regulatory incidents.

What We Are Looking For:

Qualifications & Experience

• Hold a degree in a scientific discipline or equivalent experience within the water industry
• Strong scientific knowledge with an understanding of drinking water quality, public health and DWI regulatory matters.

• Excellent communication and presentation skills, with the ability to influence a wide range of stakeholders, including regulators.
• Strong analytical and problem-solving skills, with the ability to interpret data and identify effective solutions.
• Well-organised, with the ability to manage competing priorities and meet challenging regulatory deadlines.
• A practical and proactive approach to resolving complex issues with the ability to build relationships, influence decision-making and drive successful outcomes.

Technical Knowledge

• Good understanding of Drinking Water Safety Plans and source-to-tap water supply operations with knowledge of public health risks associated with drinking water and relevant regulatory requirements.
• Understanding of water industry operations and environmental regulatory frameworks with awareness of capital investment processes and regulatory enforcement considerations.

Digital & Analytical Skills

• Proficient in using data, information systems and analytical tools to support decision-making and regulatory reporting.
• Experience of working with databases and using data to identify trends, risks and improvement opportunities.
