Job Purpose

Are you an experienced Quantity Surveyor looking for a rewarding career, that combines your passion for construction and stakeholder management with sustainable, projects that benefit society and the environment? UU are experiencing a period of growth and transformation, creating several opportunities within our Commercial function to work alongside our largest and most ambitious new projects. As Quantity Surveyor you will lead and support one of several business-critical teams, managing a multitude of responsibilities. You will have the opportunity to manage a range of activities, including contract management, risk analysis, supplier collaboration and commercial operations, whilst ensuring value for money for our customers and our continued commitment to North West, England. Accountabilities & Responsibilities

  • Responsible for creation and quality assurance of sourcing documents
  • Manage key stakeholders in agreement and implementation of the procurement strategies including but not limited to advising and guiding on contract specifics, contractual risk and impacts on other business areas
  • Act as first point of contact for queries within the category and provide general advice and support
  • Manage conflicting business priorities of various stakeholders
  • Provide support and timely escalation to the Managing Quantity Surveyor
  • Ensure commercial and regulatory compliance including but not limited to the Utilities Contracts Regulations 2016
  • Proactively manage and mitigate commercial risks
  • Act as a subject matter expert, provide commercial expertise and guidance
  • Manage the tendering process, reviewing EWI/scope documents, preparing contract data, issuing tender documents, managing tender queries, mid-bid reviews, evaluating tenders, BAFO, and recommending contract award
  • Ensure collaborative working across the operational business and wider commercial directorate
  • Work collaboratively with the regulatory procurement team, to ensure delivery of compliant procurement
  • Establish and maintain appropriate contract and supplier relationship management
  • Manage pre-contract commercial processes and procedures
  • Negotiate on commercial terms when applicable
  • Attend site meetings as required
  • Maintain effective management of contracts/framework agreements
  • Procurement of commercially robust clustered packages or discrete one-off works contracts, using a range of procurement strategies
  • Communicate and influence contractor, suppliers and internal stakeholders and promote professional supply chain activities and protect the Employer from commercial and contractual risks
  • Ensure appropriate protection for the business by consulting legal advisors
  • Provide contractual and commercial advise and assistance to the business; manage associated risks with different strategies by identification and assessment
  • Support business functions in dealing with commercial claims, working with UU Legal to protect UU's interests

Technical Skills & Experience

  • Quantity Surveying degree or equivalent ; alternatively sufficient relevant experience to support the requirements of the RICS Professional Experience Route
  • Ability to effectively communicate with internal and external stakeholders
  • Commercial negotiation and resolution skills
  • Knowledge and experience in the use of a broad range of standard forms of contract (preferably including NEC suite of contracts).
  • Experience of tendering of construction projects
  • Working knowledge of Regulated procurement and contract law
