SAP is the global market leader for business software and related services, and SAP National Security Services Inc.® (SAP NS2®) is an independent U.S. subsidiary, offering SAP solutions with specialized levels of security and support to meet the requirements of U.S. national security and critical infrastructure customers.

Job Description

This position requires access to customer data; Must be a U.S. citizen. SAP NS2 does not offer Visa sponsorships for this role. All internal must have manager’s approval to transfer.

As an HCM Program Manager at SAP NS2, you’ll lead complex SAP delivery programs for U.S. public sector customers, overseeing multi‑workstream, fixed‑price engagements that include payroll modernization and supply chain transformation.

What you'll bring

You bring proven experience in SAP project implementation, payroll delivery, and public sector environments, along with the ability to manage long, high‑visibility programs where scope control and expectation‑setting are essential. You’re comfortable guiding multiple project managers — internally and across partner organizations — and confidently leading leadership discussions with a strong, steady voice. Your understanding of contracts, billing, and delivery governance helps maintain clarity and alignment across large customer programs.

What you'll build

You will build and steer programs that shape how public sector customers adopt cloud‑based SAP HCM and supply chain solutions. You’ll evaluate issues across projects, sustain delivery quality, coordinate partner PMs, and mentor teams, all while driving consistent execution and strengthening customer trust.

Where you belong

At SAP NS2, you’ll belong to a community that values collaboration, accountability, and customer mission success. You will work closely with public sector stakeholders, partners, and internal teams in a culture focused on long‑term partnership and continuous improvement. If you thrive in complex environments where leadership, clarity, and delivery precision matter, this role is your next step.

Qualifications

  • Proven expertise in SAP HCM, Payroll, and SuccessFactors, with demonstrated experience leading complex implementations from planning through deployment.
  • Proven SAP experience leading complex, multi workstream programs with responsibility for scope, schedule, budget, risks, issues, and delivery outcomes.
  • Demonstrated experience leading and coordinating multiple Project Managers, partner organizations, and cross functional delivery teams.
  • Experience supporting U.S. Federal, State, or other public sector customers, with an understanding of government contracting, compliance, and customer governance.
  • Strong understanding of contracts, statements of work, billing, resource management, change control, and delivery governance, with the ability to lead executive discussions and resolve escalations.
  • Strong executive communication and stakeholder management skills, with the ability to establish clear expectations, navigate complex customer environments, and drive alignment across senior leadership, delivery teams, and partners.
