Position Description
The successful candidate will perform a dual role as a GSA schedule administrator and contracts manager. In this role, this position will manage and administer GSA Multiple Award Schedule (MAS) Schedules, including sales and compliance reporting. Responsibilities include development, submission, and negotiation of GSA Schedule proposals and contract modification, as well as advising the business on MAS compliance obligations and GSA Schedule pricing. This is Hybrid Work reporting to the Herndon, VA office - Only Metro DC candidates will be considered.
This position will also perform contractual analysis and advice to the business segment in connection with government and prime contractor agreements (i.e., teaming agreements, nondisclosure agreements, and subcontracts). The position requires analysis and review of FAR, DFARS, and agency regulations for acceptability and compliance, as well as strong contract negotiation skills. The position requires working knowledge in areas of government contracting, national security, FOCI, export controls, cybersecurity, intellectual property and other contractual matters as they arise. The ideal candidate must be able to work collaboratively with procurement, finance, and other lines of business supporting MAS compliance obligations; drive implementation of enhancements to both internal and external policies and procedures; perform independent analysis a of contractual issues; and identify and prioritize critical tasks and drive business-oriented solutions, while mitigating organizational contractual risk.
The successful candidate will report directly to the Deputy General Counsel within the Legal and Contracts Department.
Major Duties and Job Responsibilities:
- Manage and administer GSA MAS Schedules, including sales and compliance reporting to the Government.
- Develop, submit, and negotiate GSA Schedule proposals and contract modifications.
- Advise business on GSA MAS compliance obligations and support and prepare for GSA Annual Contractor Assessments and applicable audits.
- Maintain GSA-approved product/services list and ensure compliance with GSA conformance.
- Serve as the primary point of contact for GSA contracting officers and auditors.
- Support internal and external audits related to GSA schedule and federal contracts.
- Provide contractual advice and guidance to the business in connection with a broad range of contractual instruments and agreements procured under the terms of FAR Part 12.
- Identify risk and areas of concern with respect to contract terms and conditions based on company policies and applicable laws and regulations; and collaborate with internal stakeholders and subject matter experts to confirm acceptability of relevant contractual terms or develop alternate terms as part of the contracts negotiate process.
- Draft, review, and approve contract modifications and amendments.Review, analyze, and provide solution-oriented guidance on complex issues including thorough review of proposals, solicitations and resultant contracts and/or subcontracts.
- Stay current with federal acquisition trends and policy updates.
Education and Qualifications:
- Bachelor’s degree from an accredited institution.
- 8+ years of experience with GSA MAS offers and MAS contract management.
- 10+ years of federal contracting experience with expertise in FAR Part 12 commercial contracting.
- Experience in GSA Schedule management and reporting platforms (e.g., eOffer/eMod, GSA Advantage.
- Experience with obtaining new GSA Schedule contracts and preparing for GSA audits.
- Working knowledge and experience relating to applicable US Government and federal agency regulations, FAR, DFARs, and related supplements.
- Strong contractual negotiation skills.
- Proactive and solutions-oriented approach to providing contractual advice.
- Strong teamwork and collaboration skills.
- Flexible and willing to support the business on any critical tasks.
- Keeping management fully informed of activities.
- Excellent verbal and written communication skills.
- Professional certifications such as CPCM, CFCM, CCCM, IAPP, or similar are preferred.
- Ability to obtain and maintain a security clearance, if required.

SAP provides the annualized compensation range inclusive of base salary and variable incentive target for the career level applicable to the posted role. The targeted annual combined range for this position is 142500-327100USD. The actual amount to be offered to the successful candidate will be within that range, dependent upon the key aspects of each case which may include education, skills, experience, scope of the role, location, etc. as determined through the selection process. Any SAP variable incentive includes a targeted dollar amount and any actual payout amount is dependent on company and personal performance.
