Mott MacDonald is seeking a Permits, Licenses, Approvals & Agreements (PLAA) Lead to join an exciting transformative major project in the GTA.

As the PLAA Lead, you’ll play a central role in planning and managing the end-to-end process for identifying, securing and maintaining all necessary permits, licenses, approvals, and agreements in alignment with the overall project schedule and strategy. You’ll work closely with internal teams to develop an overall PLAA schedule and develop a strategic approach to secure PLAA in accordance with the accelerated project timeline. You will maintain relationships with external stakeholders and work with them to develop approaches to address cross-jurisdiction approvals and align with the projects schedule. You will guide the team to plan for early engagements and ensure timely submissions, compliance, and alignment with project milestones.


Key responsibilities include:

  • Developing PLAA strategies for large, complex projects in consultation with project teams.
  • Building and maintaining a comprehensive PLAA register and tracking system to identify all PLAA needed, and monitor progress, submissions, and approvals
  • Planning and leading engagement with regulatory bodies and stakeholders including municipalities [such as Region of Peel and City of Mississauga], regulatory bodies [such as TRCA, CATSA, and NAV CANADA], and utilities [such as Enbridge and Alectra] to resolve questions and challenges associated with the PLAA strategy
  • Providing regular updates to the Design Manager on permit status and critical issues and proposing risk mitigation measures
  • Coordinating and leading internal working group meetings, preparing reports, and contributing to senior management updates
  • Collaborating with design and construction teams to ensure permitting requirements are integrated into project deliverables
  • Managing documentation and correspondence to meet audit and contractual requirements
  • Identifying risks and coordinating mitigation strategies related to permit timelines and compliance


Candidate Specifications

  • Bachelor’s degree in Civil Engineering, Planning, Environmental or other related disciplines; PMP certification is an asset
  • 15+ years of experience in permitting and approvals for major infrastructure projects
  • Strong understanding of relevant legislation and regulatory frameworks eg. Planning Act, municipal and provincial stormwater management requirements
  • Experience working with utilities
  • Proven ability to manage complex stakeholder relationships and navigate approval processes
  • Familiarity with project delivery models and civil engineering principles
  • Proficiency in tools such as Microsoft Office, SharePoint, Aconex, Primavera P6, and Bluebeam
  • Excellent communication, organizational, and leadership skills
