Mott MacDonald is seeking an experienced Construction Inspector to join our Eastern PA team, providing liaison and construction-oversight services for lead pipe replacement and related water infrastructure work. The role will involve direct, on-site observation, documentation, and coordination with contractors, project engineers, and our utility clients. The initial assignment will focus on the Pittsburgh service region, with potential for future water/wastewater and utility-infrastructure projects elsewhere in the region.
Key Responsibilities:
- Provide full-time on-site inspection and oversight of water-main replacement, lead line removal/installation, and associated utility construction.
- Review and verify that contractor work conforms to approved contract documents, engineering plans, and specifications.
- Monitor all phases of construction: excavation and trenching, pipe installation and back-filling, restoration, pressure testing, disinfection, and site cleanup. This includes compliance with safety, environmental, and public-health requirements.
- Prepare detailed electronic Daily Reports documenting work performed, materials used, personnel and equipment on site, progress metrics, observed issues or deviations, and any safety or compliance concerns.
- Coordinate closely with project engineers, our subcontractors, the contractor’s superintendent, and representatives of the utility client. Serve as liaison between stakeholders to ensure alignment of construction activities and project requirements.
- Identify and document any contractual changes, potential non-conformances, safety hazards, or quality assurance/quality control issues and escalate appropriately.
- Represent Mott MacDonald and the client professionally, maintaining a high standard of integrity, safety awareness, and accountability in all on-site interactions.
- Support on-site engineering subcontractors and provide documentation, measurement verification, spot-checks, and assistance during testing (e.g. pressure testing, disinfection, hydrostatic testing, leak checks) or commissioning tasks as needed.
- Travel to and between job sites, and drive for business purposes as required.
Required / Preferred Qualifications:
- High school diploma or equivalent required; vocational, technical, or trade‐school graduates (civil, construction technology, water/wastewater, utility infrastructure, or related fields) preferred.
- Minimum 5 years of construction-inspection or field inspection experience on large, multi-discipline projects, especially water-main, sewer, or utility infrastructure projects.
- Demonstrated ability to read and interpret contract documents, construction drawings, plans, and specifications, and to communicate effectively with contractors, engineers, and utility stakeholders.
- Hands-on familiarity with water/wastewater pipeline construction practices: trenching, pipe laying, back-filling, pressure testing, disinfection, restoration, etc.
- Understanding materials, construction products, and inspection / quality-control practices relevant to pipeline installation and utility infrastructure.
- Awareness of and adherence to applicable safety regulations, environmental protection plans, traffic-control plans (as needed), and safe-work practices for trenching / open-cut and utility work.
- Proficiency with data collection tools, reporting software, construction inspection checklists, and general field-inspection equipment. Familiarity with GPS/data-collection devices or GIS systems is a plus.
- Valid driver’s license and willingness to travel to job sites throughout the region.
Preferred / Strongly Recommended Credentials:
- Certification as a public-infrastructure inspector — e.g., Certified Public Infrastructure Inspector (CPII) or equivalent recognized credential for inspecting water/utility infrastructure.
- Where appropriate, certification under API 1169 Pipeline Construction Inspector Certification or similar recognized standard for pipeline construction inspection, especially for pressurized or high-risk water main / pipeline replacement projects.
