Job Description:

The HSE Manager manages the company-wide safety, environmental, and security programs for their site; these would include controlling losses to personnel (all working stakeholders), property and assets of the company and working to ensure environmental compliance.

This position requires managing the day-to-day safety, environmental and security requirements for the site and will also help manage policy creation and change, alter procedures, and ensure location compliance with provincial OHSA, insurance, corporate guidelines and EPA requirements.

*This role has one direct report (HSE Technician).

What are we looking for?

  • B.S. Safety Management, Industrial Safety, Engineering or experience in a closely related field.
  • At least 5 years of Industrial or Manufacturing background.
  • Minimum 3 years of experience with Health, Safety and Environment (Experience with Government requirements and best practices).
  • A good understanding of Occupational Health & Safety Act, MOE requirements (Ministry of Environment) and related guidelines with the ability to learn is necessary.
  • Thorough understanding of corporate and legislative Safety, Security, and Environmental requirements which affects the business.
  • Ability to effectively communicate with all levels (senior management, site associates, visitors and contractors).
  • Knowledge and understanding of engineering concepts and design.
  • Strong analytical skills.
  • Ability to influence without authority.

What will be your key responsibilities?

Safety

  • Ensure that the site is in compliance with company and regulatory safety-related policies.
  • Manage the Mars SES Management and Associated Systems (ETQ/Nexus).
  • Ensure compliance with provincial and federal OHSA requirements (for location of Responsibility).
  • Manage safety programs at specific location, review incident reports, inspection reports, OHSA logs, and related documentation. Perform Job Safety Analysis as necessary.
  • Develop & Conduct safety-related training at location of responsibility to assist all associates in meeting compliance associated with training needs.
  • Investigate all incidents or property loss claims. Assist with General Liability claims.
  • Assist in the activities of workers compensation claims for location of responsibility.
  • Ensure project safety reviews are documented for all capital projects performed at the site.
  • Manage a site safety program that engages all associates and keeps safety at the forefront.
  • Maintain data of all safety key performance indicators (KPIs). Keep these KPIs visible in the site and lead key initiatives that continuously improve these metrics.
  • Manage/Develop site Capital Projects relating to safety/environment to ensure site follows Corporate and Federal requirements.
  • Work with Site Director to develop a safety culture through the implementation of the TPM Safety Pillar.
  • Every associate at Mars has responsibility for the achievement of HSE objectives. Responsibility in combination with Site Director to cascade HSE & Security OGSM strategy.

Environmental

  • Ensure that the site is in compliance with all applicable company and regulatory environmental-related requirements and policies.
  • Manage all environmental reporting and record-keeping required for the site across all environmental media (i.e.; Air Permits, Tier I/II, TRI, Stormwater, Wastewater).
  • Manage and document appropriate environmental training (SPCC, SWPPP, Emergency Response, etc.) for required plant personnel.
  • Manage and document the required equipment and permit checklists associated with site environmental permits (baghouse, scrubber, containment area logs, etc.).
  • Manage environmental sample collection and sampling equipment (storm water or wastewater as applicable).
  • Manage and maintain the on-site global and local regulatory environmental standards for their locations, conduct annual review of these documents as directed by corporate personnel.
  • Manage recording material and utilities usage for each of their sites to aid in site environmental permitting and corporate sustainability reporting.
  • Input corporate sustainability environmental metrics records through data entry and use of assigned database (Enablon).
  • Manage emergency response activities for their facilities.
  • Manage all environmental standards/permits for their facilities.
  • Manage all environmental permits, files and documents. Understand all permit obligations and assure that systems are in place to meet all permit and regulatory requirements, assuring that all reporting is done on time and that all reports are accurate.

Security

  • Manage site security requirements to meet corporate standards.
  • Execute training on site security for all associates and manage overall system to ensure proper operation.
