Purpose & general responsibilities of the position

The role acts as a business partner to proactively support Depot and Warehouse Site Managers / Safety Champion with their HSE responsibilities by providing advice on HSE risks, incidents, control measures, and ways in which HSE performance can be improved. This role also aims to support successful go-live of Tianjin Depot from HSE perspective and contribute to 3rd party depot and warehouse HSE improvements within the scope.

Key responsibilities:

  • Act as a business partner to mainly Tianjin Depot site leaders and other nominated warehouses and depots to maintain compliance with the Global HSSE Policy, HSSE Management Framework, and local legislation with site goals.
  • Support site Managers / Safety Champions and frontline teams to identify HSE hazards in the workplace and select controls to eliminate or reduce these (using the hierarchy of control to select the most appropriate measures).
  • Facilitate compliance to APMM global HSE standards (HSE framework) and advise on legal compliance with local legislation.
  • Advise site Managers / Safety Champions on how to lead their teams on HSE, share best practices and inspirational success stories.
  • Support site Managers / Safety Champions in their duty to determine the root-causes of (high potential) incidents and eliminating these, inc. the facilitation of learning teams.
  • Collaborate with Operations, HR, Procurement to ensure 3rd party labour HSE controls are in place.
  • Advise site Managers / Safety Champions on the planning and organisation of work including:
    • How to eliminate HSE risk though the (re-)design of workplaces and operational activities
    • Elimination or reduction of risks derived from changes to the design of the workplace or the way its being used
    • The prevention of risks through selection, maintenance and condition of installations, machinery, equipment, and tools used as part of work
    • Control measures needed to mitigate hazards that are present in the workplaces
  • Support site Managers / Safety Champions in the effective use of visual management tools to engage workforce (e.g. toolbox, learnings, etc.)
  • Provide information on training, and education in the field of HSE upon request of site management
  • Coordinate HSE Committee meetings to ensure alignment of HSE initiatives and programs.
  • Support site Waste Coordinators with waste management, inspections, and reporting
  • Design and execute a local HSE inspection program in line with country or area programs.
  • Coordinate and assure the implementation of emergency response capabilities (first-aid, fire and evacuation).
  • Act as the contact person to external HSE consultants where needed for highly specialized risk control
  • Conduct routine site visits to operational sites
  • Perform HSE impact and risk assessments during Growth & Integration.
  • Support in customer and/or regulatory audits.
  • Support in preparation of emergencies.

Parameters for success:

  • Key metrics shared with site management, e.g. Global and local leading and lagging indicators including GEMBA, Learning Teams, Risk Assessments, Incident numbers, on time CAPA completion for global internal HSSE audits etc.
  • Successful go live of operation safely for the new site
  • Implementation of the global HSE management framework within scope
  • Overall completion of risks reduction projects

Who we are looking for:

* Fluent in written and spoken English, and local languages.

* Strong communication skills, able to collaborate effectively and earn support from stakeholders, while maintaining a relentless focus on achieving HSE performance goals

* Analytical mindset for incident and trend analysis.

* Proactive problem-solving abilities.

* Detail-oriented with a focus on compliance and continuous improvement.

* Ability to influence and drive cultural change.

* General knowledge and experience of HSE risks in warehouse or depot is preferred.

* University degree in fields of study associated with role (Health & Safety) or equivalent is desirable but not mandatory

* Qualified HSE professional or several years in HSE roles or warehouse/depot operational roles.

* Experienced in implementation of global HSE management framework at site is preferred

* The role is based in office while still requires 10% to 20% of the time spent on travelling to other cities in scope.
