About the role

The role holder is accountable for the Competence Assurance, Licensing, Authorisation and Appointment of BT Networks Power and Electronics Engineers working within power. This includes licensing activities for AC and DC systems including High Voltage and Low Voltage (High Energy) systems, apparatus, pressurised systems in scope of PSSR 2000 regulations safety and quality checking on engineers to ensure good safe working and quality practices are demonstrated and maintained and that compliance to all relevant legislation, regulation and internal policy applicable to this role is also maintained.


The role holder is also accountable for ensuring that environmental compliance is maintained for fuel systems, power system apparatus and also investigating Networks related environmental issues.


The role holder will be Investigating electrical, health and safety near misses and complete post incident reviews
The role holder will also proactively support preparation for external and internal audits to maintain ISO standards for Networks maintained areas to assist with seamless recertification.
This role ensures that people working within Networks field teams in Power or Electronics and in scope of this role have the correct skills and knowledge to complete their assigned tasks compliantly within legislation and BT policy, have the correct levels of Authorisation and Licensing in place to ensure governance is maintained to fulfil BT’s legal and moral responsibility to their people


The role holder will take ownership, author and contribute to Networks and Pan BT Power and Environmental polices including HV, Safe Working Procedures etc as required

This is a field based role requiring travel across an agreed area dependent on your location within England / Wales. Expected travel is 3 days a week but during busy periods can increase to 5 days a week.

BPSS Clearance eligibility is required too

What you’ll be doing

Act as the Authorising Engineer High Voltage (AEHV)
•Responsible for carrying out regular assessments of competency and appointment / accreditation of people working on High Voltage equipment – Authorised Person in Charge; Authorised Person HV & Competent Persons HV.
•Approve and own site-specific High Voltage local instructions and schematics for all HV sites in their areas and complete regular HV site safety inspections
•Approval and recording of all permits/authority to work – in line with policy & legal requirements.


Act as Competent Electrical Manager
•Authorise bespoke live working authorities for works on or near live working on AC or DC systems as required.
•Carry out annual assessment of competency and appointment of people for working on or near live conductors or equipment
•Carry out safety and quality checks on all area engineers working on power activities as laid down in policy
•May need to stop engineers from specific work activities if not deemed competent
•Support field non-technical managers with interviews & competence assessments for new entrants (new power team recruits etc.)
•Verify compliance to training content and policy for license to work activities

Act as the Authorising Engineer Pressure
(AE-P) for Pressure System licensing activities for ECP & Engine Air Start systems, and other pressurised systems as necessary in scope.
•Responsible for carrying out regular assessments of competency and appointment / accreditation of people working on pressurised systems in scope of PSSR2000 regulations
•Approval and recording of all permits/authority to work – in line with policy & legal requirements.
•Approve and own site-specific pressure systems local instructions and schematics for all sites in their areas and complete regular pressure site safety inspections

Environmental Management
•Support our ISO certification, audits, complete environmental incident response investigations as required including any mitigation plans. SME for waste holding sites, Carriage of Dangerous Goods etc

Essential Skills / Experience

• Five years’ experience in the Power domain within the last 10 years, including experience with the generic Exchange Electrical Infrastructures, Standby generator systems, DC Power Systems, Uninterruptable Power Systems and Ventilation and Cooling systems – MANDATORY
• Be trained to at least C&G2382 current Standards – “Current” Edition (Certificate in the Requirements for Electrical Installations)- MANDATORY
• Electricity at Work Regulations 1989 (DLT142074) - MANDATORY
• Emergency aid (X03002) - MANDATORY
• Previously been an Authorised Person or Competent Person HV with at least 5 years recent experience in that role – MANDATORY
• Hold formal skills and experience of working on air pressure systems, or be working towards attaining these skills – MANDATORY
• Hold Baseline Personnel Security Standard (BPSS) as a minimum – MANDATORY
• Hold a qualification or experience in controlling Legionella as duty holder/responsible person – MANDATORY
• NEBOSH – Certificate in Environmental Management - MANDATORY
• IOSH – Managing Safely - MANDATORY
• Full Driving license – MANDATORY

Desirable Skills / Experience

• Hold current accreditations – Live Working, AP/CP HV & PSSR - PREFERRED
• NEBOSH – National General Certificate in Occupational Safety & Health. - PREFERRED
• Be trained to C&G2392 Standards (Certificate in Fundamental Inspection, Testing and Initial Verification) - PREFERRED
• Experienced or holder of a vocational training certificate for drivers of vehicles carrying dangerous goods, class 3 in tanks and packets. ADR. - PREFERRED
• F-GAS –class 1 trained - PREFERRED
• Trained trainer with experience of training package production and/or delivery - PREFERRED
• An understanding of the strategic impact of Power systems and their commercial principles - PREFERRED
• A wide background & knowledge of Power & Cooling equipment and related work streams with a proven ability to develop this further. combined with at least 5 years Operational Management experience in a field environment – PREFERRED
• Influencing skills, comfortable operating with a range of internal and external stakeholders, often at senior levels, Commercial acumen to be able to recommend and take commercially viable decisions, ensuring cost effective planning and resourcing and to build and present business cases to gain approval for funding - PREFERRED
• Be able to assess and balance risk, cost against service - PREFERRED
• IT skills- MS Word, MS Excel, Sharepoint and Power point – PREFERRED
• Experience of application of the License to Work and Live Working processes – PREFERRED
