JOB PURPOSE
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

Provide senior management and leadership for the Continuing Airworthiness Organisation (CAO) Team, ensuring successful delivery of CAO Support Service to the Royal Saudi Air Force (RSAF).
Leading and overseeing CAO/Technical and IKIP Services, ensuring their effective delivery and continuous improvement. Acting as the primary point of contact for airworthiness-related matters, representing the organisation to RSAF. You will manage and develop the CAO Team personnel through effective line management and professional development initiatives. Ensure strict compliance of CAO operations with Corporate, Functional, RSAF, and contractual requirements. Deputising for the Head of Typhoon Technical Support Service (TTSS) as required, with appropriate letter of delegation
JOB ACCOUNTABILITIES
The Senior CAO/Technical Services Manager is responsible for overseeing and managing all Continuing Airworthiness Organisation (CAO) Support Team services provided by Salam TTSS. This role involves ensuring the effective delivery of CAO services, compliance with regulatory and contractual requirements, and fostering continuous improvement within the team.
· Review, validate, prioritise, and manage all Technical Queries (TQ) to address aircraft, off-aircraft, support equipment and In-Kingdom Industrial Participation (IKIP) technical issues promptly and effectively.
· Ensure a Continuing Airworthiness Assessment is carried out on TQ responses before issuing to the RSAF.
· Ensuring that TQs are managed to the Service Level Agreement (SLA) contractual timelines, for performance measures, to maintain high standards of service delivery and compliance with contractual obligations.
· Provide technical advice to support the development of RSAF Technical Instructions, ensuring accuracy and compliance with regulatory requirements.
· Monitor the effectiveness of Reliability Team reports and Aircraft Maintenance Program (AMP) recommendations, ensuring alignment with airworthiness standards.
· Provide strategic direction to the Reliability Team, ensuring alignment with RSAF operational requirements and continuous improvement.
· Ensure timely and accurate reliability data analysis and reporting, presenting key findings and AMP recommendations to senior stakeholders.
· Maintain awareness of Fleet Management activities as part of CAO responsibilities, ensuring compliance with governance under the Continuing Airworthiness Management Exposition (CAME).
· Monitor, report, and improve CAO output performance, implementing strategies to enhance efficiency and effectiveness.
· Ensure performance review reports are generated so that the CAO Support Service output aligns with the contract, facilitating continuous improvement and adherence to contractual obligations.
· Develop and maintain a high-performing CAO Team, including recruitment, training, and mentoring activities to enhance capabilities and professional growth.
· Implement recruitment/succession planning strategies to ensure continuity and resilience within the team structure.
· Collate and deliver CAO-related contractual outputs such as monthly performance reports, ensuring alignment with customer expectations, contractual obligations and SLAs.
· Serve as the primary airworthiness contact for RSAF, providing responsive and knowledgeable support to address customer needs and inquiries.
· Establish and maintain a network of stakeholders across RSAF, Coordinated Design Organisation, Salam Operations, Supply Chain, Function, IKIP, MODSAP, and AMO to support and facilitate the delivery of CAO services.
· Assume Head of TTSS responsibilities during periods of absence, ensuring continuity and effective leadership within the organization.
· Champion continuous improvement initiatives within TTSS, actively supporting Salam safety and quality management systems to drive ongoing enhancements and resolving audit findings and management actions related to CAO services.
· Act as the TTSS technical point of contact for all CAO Support Service activities and stakeholders, fostering collaboration and ensuring effective communication.
· Coordinate IKIP initiatives related to approved repair agents, facilitating partnerships and enhancing service capabilities.
· Coordinate technical reviews and support technical interchange meetings to facilitate collaboration and knowledge sharing among stakeholders.
· Support the production and maintenance of Technical Support Services Capability Performance Metrics to assess service performance and identify improvement opportunities.
· Support managers and team leaders in ensuring effective technical activities within the Support Services Team, ensuring on-time delivery, adherence to specifications/quality, and cost-effectiveness.
RECRUITMENT SPECIFICATION
Essential
· Have extensive proven post qualification CA experience including having held a key management position within an approved CA organisation with appropriate responsibilities.
· A recognised qualification to NVQ3/ONC/OND/BTEC level in a relevant technical discipline, or a technical apprenticeship, or Engineering Discipline or suitable equivalent technical qualification acceptable to M&CA,
OR
· Part 66 licensed (current or lapsed), or suitable equivalent technical license acceptable to M&CA.
· NVQ5/BTEC/HND or Degree in a relevant technical discipline, acceptable to M&CA.
Desirable
· Chartered Engineer with an appropriate professional institute such as Saudi Council of Engineers, Royal Aeronautical Society or Institute of Engineering & Technology.
RECRUITMENT
Essential:
· A Practitioner level of knowledge of Continuing Airworthiness and the aircraft maintenance environment.
· Practitioner level of knowledge of the Typhoon air system including relevant type or equipment specific training (for example ‘Q’ Course).
· A Practitioner level of skills in aircraft modifications and Technical Instructions management, and in CA Technical Services and the management of CA Records.
· A Practitioner level of CA communication skills, and a Practitioner level of experience of management and leadership in a CA environment.
· At least a Familiar level of skills regarding aircraft reliability programmes.
Desirable:
· A detailed understanding of Typhoon Engineering Support System, TrilogiView and Teamcenter.
· An understanding of the RSAF Operation and working practices.
· An understanding of Life Cycle Management, Quality Management Systems, Safety Management Systems, Export Controls, Financial management, Commercial considerations and Procurement processes.
· Broad aerospace and defence company / industry knowledge.
