Manpower Planning Manager-TSS

Responsibilities

· The Resource Planning Manager – TSS is responsible to the Head of Business Support and Mobilization – TSS to monitor, control and own the TSS Manpower Model to ensure the resource planning is safely and sustainably delivered within the approved budget.

· The Job Holder will be responsible for developing and implementing the project control management aspects of the TSS Manpower Model which fits into the overall Programme, Risk & Opportunity Management system.

· Understand the IBP and how this impact on business objectives across remits.

· The Job Holder will be responsible for developing and implementing the project control management aspects of the TSS Manpower Model which fits into the overall Programme, Risk & Opportunity Management system.

· The Resource Planning Manager will partner with the Head of Business Operations to support the Control Account Managers (CAMs) on manpower planning, new headcount hiring justification and the delivery of predictable Financial & Operational results through the efficient execution of the company’s Management Systems.

· The job holder will develop resource planning strategy to build in flexible workforce components and secured the necessary resources to support CAMs.

· The job holder will be expected to be a key contributor in streamlining existing processes by identifying opportunities to eliminate redundancies and implementing best practices across TSS to drive productivity and efficiency.

· The job holder will need to Support business strategy and the budget process by maintaining up to date and accurate staffing and resourcing plans.

· The job holder will need to work closely with the CAMs on overcoming resource shortages by means of resource management techniques and reallocating resources; informing senior management of any issues related to inability to meet TSS obligations due to resourcing.

· The job holder will provide CAMs with support when it comes to resource management issues or improving resource management processes.

· The job holder will collaborate with the HR Business Partner – TSS regarding recruitments, vacancies, leavers/joiners and succession planning.

· The job holder will formulate plans for meeting the TSS manpower requirements and ensuring proper utilization of existing workforce to meet Organizational objectives.

· The job holder will establish and develop manpower planning policies & procedures. In addition, Manage TSS manpower planning process and implementation of the manpower plans.

· The job holder will Provide CAMs with background information for formulating short, medium and long term, manpower plans to fulfil TSS manpower requirements. In addition, review CAMs’ forecasts, estimate the cost along with recruitment function and submit consolidated budget for final approval to contribute to the preparation of the TSS CSR reviews.

· The job holder will establish periodical reviews to monitor and report on manpower activities and review actual manpower movements against planned to ensure that plans are adhered to and variations are identified, and the necessary action is taken.

· The job holder will Identify TSS manpower needs and vacancies including need for development of recruitment programs to ensure alignment of organizational needs to manpower plans.

Job Requirements:

Essential:

· Knowledge and experience of undertaking and delivering business within a Defense contracting or military service environment in KSA or the Middle East.

· Experience in project management within the industry/sector knowledge; leading significant and diverse projects, with an understanding of all parts of the business lifecycle.

· Experience of managing Customers and teams in the delivery of complex project requirements to cost, schedule and quality.

· Knowledge and experience of manpower planning for an organization of a similar scale

Desirable:

· 10+ years in Project, Programmed, or Portfolio Management in a relevant sector.

· Extensive support industry/sector knowledge (leading significant and diverse military support management projects and teams from a senior position with an understanding of the business lifecycle, in particular, the in-service support phase.

· Experience of Service Delivery in a military aviation environment and management at a senior level including associated governance requirements.

· Understanding of RSAF operational doctrine at operating base locations.
