To ensure we meet the challenges that our region faces we are planning our largest transformational investment to date. As part of this investment we are proposing the design, build, finance and operation of two new multi-billion-pound water reservoir developments; the Fens Reservoir and the Lincolnshire Reservoir.

Effective stakeholder engagement is critical to the development of the Fens and Lincolnshire Reservoirs Projects. The approach to stakeholder engagement has been defined within the Lincolnshire and Fens Reservoirs Stakeholder Engagement Framework. The Framework ensures effective engagement and compliance with the Planning Act 2008 and guidance to deliver a compliant and successful pre-application and DCO application that is accepted for Examination.

The Framework places significant responsibility on the Stakeholder Team to manage the engagement with prescribed consultees, statutory undertakers and additional non-prescribed consultees who are deemed to have an interest in the project. The Relationship Lead is responsible for overseeing the Project Teams day-to-day engagement with these stakeholders in accordance with the Framework. These stakeholders could include the Environment Agency, Natural England, Local Authorities, Parish Councils amongst others.

The Relationship Lead will support with the preparation and maintenance of a forward-looking Stakeholder Engagement Plan for each stakeholder, and oversee the day-to-day engagements identified within that plan. This will require working with the technical teams (e.g. the Environment and Design Teams) and an administrator to ensure that the governance outlined in the Stakeholder Engagement Framework is followed and then ensure the outputs and feedback from the meetings are actioned and recorded. The Relationship Lead will oversee the issues and risk logs in order to ensure they are escalated to the Project Team and addressed through effective stakeholder management.

The Relationship Lead will have strong stakeholder engagement, management and facilitation skills as well experience required to represent the team on project matters. They will need to be confident to engage with the senior project team and stakeholders to enable escalation and progression of issues.

What you’ll be doing:

  • Ensuring stakeholder engagement is managed in alignment with the Development Consent Order process, as set out in the Planning Act 2008

  • Being the owner of individual stakeholder relationships (portfolio to be agreed)

  • Ensuring stakeholder pre-meeting and meetings are arranged and recorded in line with the Stakeholder Engagement Framework

  • and issues and actions are and aligned to programme need

  • In line with the Stakeholder Framework ensure that agendas and pre-reading materials are prepared in advance – where necessary working with the meeting Chair

  • Proactively work with the Project Team, particularly the lead of the individual workstreams and the Stakeholder Lead to establish the short, medium and long-term need for engagement

  • Attend meetings, where required, with stakeholders and represent the Project Team on project matters (involving other members of the Project Team as required.)

  • Identify, manage and escalate risks, issues and opportunities that arise during stakeholder engagement

  • Ensure Service Level Agreements are in place funded by the Project and monitor budgets and stakeholder engagement spend

What does it take to be successful?

We are looking for a proactive and confident professional with strong relationship-building skills, effective communication abilities, and the capability to work independently or as part of a team. Someone who excels at researching and conveying complex information, has strong organisational and attention-to-detail skills, and can adapt to a fast-paced, dynamic workload.

  • Proven experience and track record of successful proactive and reactive stakeholder engagement, either consultancy or in-house, work on projects applying for planning consent

  • Experience of engagement programmes for Major Infrastructure projects

  • Water industry experience is desirable

  • Experience of working in a high-pressure environment

  • There is an expectation that the role will involve travel to meet stakeholders and therefore a driving licence and access to a vehicle is essential
