Location: Hybrid / Peterborough

Anglian Water offers a flexible approach, this role provides you with hybrid working. Your base location will be in our Peterborough office with the expectation of being in the office 2-3 days a week.

Anglian Water is driving an ambitious programme of major infrastructure development to support our WRMP24, WRMP29, DWMP, and long-term delivery strategy goals. As the largest programme in the industry, it requires strong and active sponsorship to achieve the desired benefits and is subject to regulatory oversight through RAPID and Ofwat gated processes.

The Major Projects Regulatory Liaison Lead will be instrumental in the strategic relationship with key regulators in particular RAPID (Ofwat/EA/DWI). You will play a crucial role in ensuring all our major projects meet all regulatory requirements, delivery incentives, and reporting standards as well as working with regulators and the wider sector to develop how we manage major projects into the future. This position involves maintaining strong communication with regulatory bodies and ensuring all activities align with regulatory expectations.

The role will also oversee the production of Strategic Business Cases for Major Projects, ensuring alignment with the Green Book 5-cases methodology and major projects best practice in this space.

You will work closely with the Head of Sponsorship to ensure that our regulatory engagement approach is aligned with best practices, and fosters a culture of continuous improvement, innovation, and excellence across major projects, learning from industry leaders as needed.

Key Accountabilities:

Regulatory Liaison

  • Own and develop the strategic direction for regulatory relationship with the Regulators Alliance for the Progression of Infrastructure Development (RAPID – ie Ofwat, EA & DWI) for Major Projects.

  • Develop and maintain regulatory strategies to support project and business objectives.

  • Ensure all major project activities comply with relevant regulatory requirements and standards.

  • Set the strategy for, and manage, regulatory submissions, providing advisory, advice, and guidance on completing applications, reports, and responses to a high standard.

  • Advise on the preparation, review, and submission of documents to regulatory bodies, holding major projects teams accountable for timely delivery.

  • Consult on regulatory risks and issues within major projects, implementing risk strategies to mitigate potential risks.

Influence regulatory policy and ensure internal implementation of best practice

  • Ensure a robust understanding of regulatory requirements within and across all major projects.

  • Provide training and guidance to major projects on regulatory requirements and best practices Provide leadership and guidance to produce required Ofwat/RAPID gated documentation

  • Review regulatory compliance processes and implement changes to enhance the efficiency and effectiveness of regulatory compliance activities.

  • Support wider business engagement with regulatory stakeholders at key milestones, including securing funding and delivery model development stages

  • Develop beneficial partnerships to support the portfolio and Anglian Water’s Purpose, in particular with other Water Company RAPID programme teams.

  • Work with industry representatives to influence regulatory and government policy and guidance, including participating in and leading industry forums.

Strategic Business Cases

  • Oversee the development of Strategic Business cases (based on the Government 5-cases model) to translate the long term business plans into clear strategic outcomes and project requirements

  • Develop capability to support strategic business case development and ownership throughout the project lifecycle

  • Develop and own change control against the business case, developing and influencing internal governance arrangements to deliver this

  • Ensures clear reporting of business case delivery to board/strategic stakeholders

Manage regulatory compliance through effective governance

  • Work with the wider team to ensure governance strategies and schedules across the major projects portfolio align with regulatory expectations and maximise positive outcomes for the business (including Ofwat’s Major Projects Incentive mechanism)

  • Ensure the portfolio complies with Anglian Water governance processes, including influencing development of the process as necessary.

  • Ensure delivery teams follow appropriate processes and procedures to establish, manage and control the programme in particular ensuring alignment with regulatory requirements

Experience and Skills Required

  • Proven experience working with regulators and external stakeholders.

  • Background in a regulatory environment, delivering against challenging targets and influencing decisions.

  • Experience managing multiple stakeholder groups, both internally and externally.

  • Professionally qualified within a relevant institution.

  • Water industry experience is a plus.

  • Strong leadership and accountability.

  • Regulatory experience or influencing policy and regulatory thinking.

  • Ability to collaborate across matrix organizations.

  • Strategic planning, execution, and prioritization.

  • Effective communication, particularly at senior levels and with regulators.

  • Capacity to challenge, innovate, and make sound decisions.

  • Willingness to continuously develop and improve.
