About the role
The Stakeholder Manager plays a critical role in securing statutory and stakeholder approvals for complex infrastructure and building projects. The role acts as the primary interface between design teams, clients, contractors and regulatory authorities, ensuring approval requirements are understood, managed and embedded into the design process.
This position is key to programme certainty, risk mitigation and stakeholder confidence, supporting timely delivery across planning, design and construction phases.
Key responsibilities and duties are listed, but not limited to, the below:
- Lead and manage the statutory authority and stakeholder approvals process, ensuring alignment with project milestones and client deliverablesCoordinate authority and stakeholder requirements within the design team, clearly communicating constraints, conditions and approval strategies
- Act as the central point of contact between clients, authorities, stakeholders and contractors on approvals‑related matters
- Monitor, track and report approval progress, risks and dependencies, escalating issues where required
- Ensure submissions are prepared and lodged in accordance with relevant authority procedures, standards and timelines
- Lead and participate in meetings and negotiations with statutory authorities and key stakeholders
- Apply strong working knowledge of regional authority requirements for buildings, infrastructure, utilities and roads, ensuring compliance throughout design development
- Maintain clear, auditable records of submissions, approvals, comments and conditions
Candidate specifications
- Bachelor’s degree in Civil Engineering or a related engineering discipline
- Significant post‑graduate experience in a stakeholder, approvals or authority coordination role within the built environment
- Proven experience dealing with statutory authorities for buildings, infrastructure, roads and utilities across the GCC
- Strong understanding of approval processes in Saudi Arabia (experience in UAE authorities is advantageous)Confident communicator, able to engage effectively with senior stakeholders in both English and Arabic
- Highly organised and methodical, with strong document control and reporting discipline
- Demonstrated ability to manage multiple interfaces, priorities and deadlines in complex project environments
- Proven track record of supporting successful project delivery in consultancy or client‑facing roles
