The role of the Data Center Delivery (DCD) Project Engineer requires strong interpersonal, communication, Leadership and organizational skills, ability to self-direct, strong background in construction, engineering, controls, and operational requirements and an emphasis on project coordination between stakeholders and project level services. This role directly connects teams to facilitate tactical delivery of data center projects within their portfolio.
The DCD Project Engineer is responsible for driving resolution of coordination action items to enable efficient delivery of the Campus projects to the expectations of Safety, Quality, Predictable Cost and Schedule and Risk Management. The DCD Project Engineer is responsible for ensuring that project guidelines and standards are followed, which may be adjusted from time-to-time based on best practices and lessons learned drawn from previous projects as well as industry changing best practice.
The DCD Project Engineer is the key interface between the DCD, DCE (Data Center Engineering) and GSC divisions, as well as an appropriate level of interface with Commissioning, Integration, and Security. The DCD Project Engineer is expected to understand, clarify, and query design outcomes and decisions contributing to efficient communication between the organizations and OFCI Vendors. This role will contribute to planning, coordination, and oversite of technical issues and clarifications related to Suppliers, contractors, and project teams.
The DCD Project Engineer will be a relentless advocate for managing safe delivery of the project at the quality expectations. The DCD Project Engineer will also collaborate with Microsoft Security, Microsoft IT, Legal, Project Engineering, MS Business Risk Management, and other internal groups to maintain the corporate vision and goals for the Project.

Responsibilities
Accountability:
- Responsible for Leadership across the campus projects for Safety, Quality and predictable delivery to meet the business need date and cost expectations.
- Provide regular and timely progress updates to MSFT via Weekly Updates/Lookahead Reports and contribute to Monthly PM Site Progress Report in an agreed format with MSFT.
- Coordinate output from stakeholders required for the report (including the A/E). 4. Facilitate virtual site walks with off-site MSFT stakeholders, including DCD and DCE, as required.
Business Processes:
- Assist the DCD project team to plan, manage, monitor, and control Engineering Deliverables of the project from initiation to handover to meet project objectives.
- Participate in overseeing the coordination between A/E, OFCI Vendors and GC (including a level of oversight regarding the approval of RFI’s, RFA’s, submittals, drawings, samples, and mock-ups), including attending the CSA and M&E design workshops and coordination meetings between the A/E, OFCI Vendor and GC/trades to make sure that design, authority consenting, technical and site issues are discussed and resolved accordingly.
- Contribute to guiding design decisions to balance the Engineering intent and constructability/timeliness of project delivery.
- Contribute to the management of the GC in their planning and delivery of the Engineering scopes for the project on site.
- Attend and coordinate action between GC & A/E on behalf of DCD & DCE at weekly Engineering Meetings with GC management, DCE and MSFT stakeholders, including presentation of a specific Engineering Schedule and review of the GC’s 4 week look ahead schedule.
- Participate in routine site walks with the DCD and DCE teams, the A/E team, GC/Trades, QA/QC Team to review project requirements, quality and progress.
OFCI Management:
The OFCI elemant of the role is key to successful project delivery. The project engineer will be knowledgeable of industry standards around equipment and engineering specifications relating to data centers. The Project Engineer will ensure that the OFCI equipment is delivered on time, to a high standard of quality and is successfully started up and commissioned in accordance with Microsoft's standards.
The Project Engineer role can be summarized to include:
Assist delivery of a wide range of projects
Assist in preparation for meetings, chairing and recording all minutes
Attend and monitor meetings and escalate any issues that may arise
Implement project procedures and use reasonable endeavors to ensure that this procedure is always observed
Assist in the change management process
Assist the implementation of all key project processes to support the project’s delivery and monitor these processes, reporting and making recommendations to the client team
Take regular site walks to promote and observe safety and progress, report and track any corrective actions through to timely completion
Regularly conduct site inspections and obtain progress and quality reports
Monitor site works, record and report non-conforming work and drive the team for follow up, preventative and close out actions
Assist in the review and assessment of proposed variations in the works and of any actual or anticipated delays to the progress of the works
Assist in the handover plan, monitor and track the preparation of documentation
Coordinate with the client team, consultant team and the contractor on all snagging activities, including the schedule and stakeholder engagement
The role will involve working closely with the different vendors to ensure on time and delivery and installation of project critical plant and equipment. The typical Equipment involved in data center construction are Generators, MV Switchgear, LV Switchgear. BAS, EPMS, AHUs, UPS).
Work with Lead project PM and client to align Vendor Equipment Schedule to overarching project schedule
Engage with vendors at early stage of equipment manufacturing and align required factory witness tests against milestones
Work with appointed GC and specialist project subcontractors to ensure correct work methods and installation requirements are adhered to and ensure that appropriate method statements are in place and signed off by the relevant parties in advance of installation
Manage all required paperwork and sign offs associated with all vendor equipment installation
Where possible and if required engage with and advice the client design team on vendor equipment related elements
At the offset of your involvement on the project all deliverables and role requirements will be reviewed with both the Lead project PM and client program lead to ensure that all client specific requirements and deliverables are addressed.
Attend various FWT and FAT and have regular visits to offsite manufacturing plants to ensure quality control measures are implemented and inspect equipment prior to shipping
Communication:
- Regularly reviews cost and KPI metrics, invoices, process/policy communications to client partners
- Coordinate meetings and activities of vendors, cost managers, and integration of lessons learned
- Attend scheduled owner/architect/contractor (OAC) and other project meetings, and report as necessary
- Assist in development of Project Progress reports on scope, schedule, and budget weekly or as required
- Assist in development of weekly project status reporting to DCD standards
Vendor Management and contract compliance:
- Provide Vendor (contractor) oversight and performance management
- Assist in preparation of Request for Proposal (RFP’s), PER’s, and other project approval tools & templates
- Review of vendor scope of work, and design review of site and building plans
- Review vendor pay-application and invoice review and approval
- Manage compliance with prior audit results and recommendations.
