Campus Cost Lead

Overview

Microsoft Cloud Operations and Innovation (CO+I) is the team behind the cloud. CO+I is responsible for delivering over 200 Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. Our focus is on smart growth, high efficiency, and delivering trusted experience to customers and partners worldwide.

We are looking for a passionate, high-energy individual to help build the network that powers the world’s largest online services. The Campus Cost Lead is a field-based role for the Cardiff campus, UK. Relocation support will be provided, and successful candidates must ​relocate or reside within 50 miles of the field location. This role is not eligible for hybrid or remote work.

Responsibilities

Deep understanding of the commercial management of the General Contractor (GC) from liaison with our procurement office on the Request for Proposal (RFP) documents through to the final payments and agreement of the final accounts and paperwork. This will also include:

  • Reports to the EPC Sub- Regional Cost Management Lead
  • Detailed estimation of the project based on local design documents.
  • Agreement of estimates with the GC at during design development and agreement of the contract sum.
  • Pay application assessment and approval for the GC, all equipment vendors and all project support consultants.
  • Estimation of and commercial agreement of all change orders.
  • Draft commercial detail and supporting documents for all funding requests.
  • Review and agreement of all GC procurement of the subcontract packages including the approval of the subcontract Letters of Authorization (LOAs).
  • Commercial review of all disputes that may arise.

Commercial management of all other program vendors including:

  • Presenting proposals to head office for purchase order approval.
  • Approving invoices for all project vendors.
  • Final account agreement & closeout for all vendor accounts.
  • Manage the Cost Management firm contracted to provide commercial support in the region.
  • Assist in the procurement of Cost Management firm.
  • Manage the resources allocated to the projects to ensure that they are appropriate in number and quality.
  • Regular Monthly Business Updates (MBUs) with the cost management firms.
  • Cost Reporting: Work with the Cost management firm, GC and project controls to ensure that the full suite of cost reports is available for review by Redmond on a monthly basis.
  • Commercial support to the PER (funding) team to ascertain the required timing of the funding intervals and all commercial information needed to back up these funding requests to management. This will normally involve the production of multiple option cost scenarios.
  • Design Team commercial support: From project kick-off through to final design provide commercial support on business cases, value engineering studies and change control as the design evolves though to final decision.
  • Site selection support: Work with our site selection team in the region to provide constructability reports and site-specific comparative estimates on candidate sites. Also provide all funding and Purchase Order (PO) support necessary for this team to perform in the region.
  • Commercial Process control: Review the current commercial processes in the region and develop these into a commercial playbook. On agreement of this playbook the candidate shall be responsible for the consistent implementation of same.

Qualifications

Required Qualifications:

  • Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND extensive related experience.

Preferred Qualifications:

  • Substantial experience working on data center projects
  • Bachelor’s degree in Quantity Surveying
  • Royal Institution of Chartered Surveyors (RICS) full membership or equivalent

Other Requirements:

  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
  • Demonstrable experience of working in a matrix environments within large organizations
  • Proven experience of the commercial management role in the procurement of GC contracts and other construction vendors
  • Commercial knowledge of construction internationally
    MS excel proficiency
    Excellent communication skills, experience collaborating with all other areas of the datacenter program with an ability to think strategically and build the trust of our construction partners needed to agree very large construction contracts and final accounts
