APM Terminals

APM Terminals has embarked on an exciting new growth strategy. Based on its vast experience and internationally recognized processes, we aim to have a best-in-class implementation setup through standardized and optimized clear processes whilst managing an agile team to enable delivery. This setup will enable successful evaluation and delivery of various types of projects, including large new capital investments, integration of mergers and acquisitions, and expansions of existing facilities.

Our ability to deliver projects firstly to our business needs as well as within their set parameters of HSSE, budget, scope, time, and quality in a fully integrated manner delivers real value to the company. We build on and aim to continuously improve our project management framework to increase the incremental value delivered to the APM Terminals business.

As the Head of Portfolio, Capital Investment Projects, you will play a pivotal role in shaping the future of APM Terminals by leading and overseeing large and complex portfolio of container terminal infrastructure development projects worldwide. You will oversee delivery of projects within scope, budget, schedule, and following safety standards while optimizing governance, risk management, and stakeholder engagement.

This is a high-impact role that requires solid experience from leading large projects, strategic vision, business and financial acumen, complex stakeholder management background and project execution excellence to ensure our investments drive long-term growth and operational efficiency.

Reporting to Head of Project Execution, Head of Portfolio is part of APM Terminals global Project Execution senior leadership team. Role is based in The Hague, Netherlands, HQ of APM Terminals and up to 40% travel is expected globally.

Key Responsibilities

Portfolio & Project Execution

  • Lead and manage a global portfolio of large-scale infrastructure projects ($100M–$500M+).
  • Define project strategy, governance, and execution frameworks aligned with APMT standards.
  • Ensure projects meet HSSE, budget, schedule, and quality objectives.
  • Drive risk mitigation, contract management (e.g., FIDIC), and project controls implementation.
  • Act as the primary escalation point for project challenges and decision-making.

Stakeholder & Team Leadership

  • Directly lead Project Directors and Managers, ensuring execution excellence.
  • Build high-performing project teams and drive collaboration across functions.
  • Engage with senior executives, regional leadership, government bodies, and external partners.
  • Lead conflict resolution with contractors, suppliers, and consultants.
  • Act as a role model, demonstrating integrity, accountability and inclusivity.
  • Engage and motivate teams, ensuring alignment with Maersk’s purpose and values.
  • Build a diverse and high-performing workforce, empowering employees to take ownership.

Financial & Performance Management

  • Develop and manage portfolio budgets, ensuring cost control and ROI optimization.
  • Evaluate financial models and funding strategies for capital investments.
  • Conduct portfolio reviews and report progress to executive leadership.

Governance & Compliance

  • Implement best-in-class project management and procurement practices.
  • Maintain forward-looking risk registers and mitigation strategies.
  • Ensure adherence to HSSE policies and compliance requirements.
  • Standardize and integrate project reporting and controls across all projects.

Pre-Investment Proposals & Business Case Development

  • Coordinate with cross-functional teams responsible for developing pre-investment proposals for terminal projects.
  • Oversee the business case development process, ensuring CAPEX and OPEX estimates align with strategic objectives.
  • Facilitate feasibility studies, scenario analyses, and risk assessments conducted by specialist teams.
  • Ensure alignment between finance, commercial, and operational teams in defining cost structures and revenue models.
  • Support executive leadership in evaluating and approving investment recommendations.

Qualifications & Experience

  • 15-20 years’ experience in project delivery, engineering, and project controls.
  • Proven leadership in large infrastructure projects ($500M+) with full accountability for outcomes.
  • Proven track record of managing complex stakeholder landscape.
  • P&L ownership experience will be considered as advantage.
  • Demonstrated
  • Deep knowledge of Project Management methodologies (APM, PMBOK) and project controls software.
  • Strong technical background in civil engineering, construction management, or related fields.
  • Strategic mindset, high discipline, and ability to drive results in a complex environment.
  • Experience managing cross-functional, multicultural teams and external stakeholders.

Education

Degree in Business Management, Project Management, Engineering or related fields.
